Food security is always the cornerstone of national security,economic growth and social stability.As the main grain crop of 60%of the population in our country,rice is always in the leading position in grain production and consumption,and is the most important grain crop related to national food security.Due to the natural weakness of rice production,the central government has implemented a package of support and protection policies in order to ensure the enthusiasm of grain farmers and raise the level of high-quality development of grain production.Direct agricultural subsidy is the only "Green Box" subsidy policy approved by the United Nations,which provides important support for promoting rice production and ensuring national food security.At the same time,the policy has been in a state of reform and optimization since its promulgation,and in the process of stimulating and guiding the production of Food and agriculture,it has also caused "Environmental hidden dangers" caused by the excessive use of Means of production such as pesticides and fertilizers.Under the new situation,the central government has formally proposed that direct agricultural subsidies should focus on both quantity and quality,rather than on the growth of grain output.Direct agricultural subsidies,as one of the representative and dominant main grain varieties,have changed from "Increasing production" to"Improving quality",the green drive of rice production has become an important part of the high-quality development of grain production.Green Rice Total factor productivity,as an important basis to measure the high quality development of rice production,can directly reflect the change of green rice production in different periods.Studying the impact of direct agricultural subsidies on green Total factor productivity in rice will help clarify the policy effects of direct agricultural subsidies on green rice production,and help adjust and optimize direct agricultural subsidies to enhance policy effectiveness,it is a necessary choice to alleviate the contradiction between the restriction of resources and environment and the increase of grain yield and income.In order to explore the substantial impact of direct agricultural subsidies on green rice Total factor productivity,the mechanism and theoretical basis of the impact of direct agricultural subsidies on green rice Total factor productivity were elaborated,using the 2004-2020 provincial and regional panel data of 23 Chinese provinces(cities and regions)to calculate the green Total factor productivity of rice,the direct effects of direct agricultural subsidies on green rice Total factor productivity and their mediating pathways were examined.The results show that:(1)direct agricultural subsidies have a significant negative impact on the green Total factor productivity of rice in our country;(2)direct agricultural subsidies inhibit the green Total factor productivity of rice by affecting the progress of green technology;(3)there is regional heterogeneity in the effect of direct agricultural subsidies on green Total factor productivity in rice,direct agricultural subsidies have a significant negative impact on green Total factor productivity of rice in the midweastern region,while direct agricultural subsidies in the eastern region have no significant negative impact on green Total factor productivity of rice.In view of this,direct agricultural subsidies and high-quality development of rice production,there is a certain deviation,we need to carry out policy optimization and adjustment with its green development direction;We should give full play to the incentive effect of agricultural direct subsidy on green rice production,and refine the implementation plan according to local conditions to improve the precision and effectiveness of agricultural direct subsidy.
