Research On Ontology-Based Cooperation Model In The Emergency Management

The emergency management (EM) is defined as how to deal with the event immediately when the public event suddenly occurs in the constraints of the limited time, resources and manpower. Mass data in the traditional EM are stored as non-structured or semi-structured electronic text, and separates each other. Information updated real-timely, the emergency event complex and uncertain, and the data of the emergency management system (EMS) increasing year by year, the suggestion of EMS is no longer the several kinds. Therefore, it is important that the analysis model of multi-outputs is established in order to enhance the ability of dealing with kinds of events. In the thesis, author introduces the researches on cooperation model based on ontology in fire emergency field and some accomplishment.The ontology describes concept and the relation between concepts accurately, obtains the relations of concepts through the logic reasoning, expresses semantics clearly, and acquires knowledge. The ontology applied in the EMS can solve the natural language understanding problem and enhance the intelligence of EMS. The thesis analyzes the accomplishment of EMS and artificial intelligence, combines the ontology technique and the emergency management, and develops EMS based on ontology to satisfy the structure of traditional EMS and semantics.The management discipline and the computer discipline combined, data envelopment analysis techniques studied, the global data envelopment analysis model is designed as the cooperation model of EMS. The model advantage analyzed, the deterministic or non-deterministic multi-outputs studied, the relative validity of multi-decision results compared, suggestions is given to decision-maker considering the cost and income in order to obtain reasonable the decision-making in the short time.The ontology base of fire rescue constructed, the cooperation model designed with MATLAB development kit, the EM experiment system based on ontology was developed utilizing J2EE, Protégé3.2 and Jena. Author introduces the software architecture and modules' function, and describes the key technologies such as pre-management, ontology knowledge expression and cooperation algorithm in some fire emergency cases.Finally, the experiment results show that it's feasible and worth of using cooperation model to analyze the EMS. The cooperation model not only enhances the performance of decision-analyzing, improves the ability of decision-making, but also develops flexibility of EMS.
