Research On Problems And Countermeasures Of Government-enterprise Collaboration In Fair Opening Management Of Oil And Gas Pipeline Network

In the context of the reform of the national oil and gas system,the establishment of an oil and gas market system featuring multi-subject and multi-channel supply of upstream oil and gas resources,a unified pipeline network for efficient gathering and transportation,and full competition in the downstream sales market is an inevitable choice for the development of the times.The pipeline network has a natural monopoly feature for its unify requirement of gathering and transportation,this feature needs the participation of government to supervise the entire process of gathering and transportation.The government and enterprises should give full play to their respective advantages,increase communication and coordination,establish standard procedures,standardize the fair and open management of oil and gas pipeline network facilities,and achieve the reformation goal of the oil and gas system.This article focuses on the issue of government-enterprise coordination in the fair opening of oil and gas pipeline networks,and conducts an in-depth analysis of the problems of different concepts,unclear powers and responsibilities,and poor communications.Through analyzation and refining of the positive role played by the government in the fair opening of the national pipeline network,and combination of the experience of fair opening up and government-enterprise collaboration in other fields of our country,this article aims at giving countermeasures and suggestions to improve the efficiency of government-enterprise coordination.In the analysis of the current situation,Using the theory of entrepreneurial government,multi-center autonomy theory and collaboration theory,this article combines the practical issues in fair and open of oil and gas pipeline network and government-enterprise coordination with the theoretical system of public management.Through literature research,generalization analysis and case analysis,etc.this article analyzed the problems in government-enterprise coordination.It's concluded that the root causes of these problems are the unclear positioning of the government and enterprises,the imperfect relevant laws and regulations,the unsmooth communication channels and the underdeveloped coordination mechanism between the government and enterprises.Based on the above situation analysis and research conclusions,together with the referent experience,this article gives the corresponding countermeasures to improve the coordination mechanism,say concretely:first,changing government administrative and enterprise development concepts;the second is that increasing administrative approval and public opinion guidance;achieving fair and open authoritative and efficient supervision;establishing a multi-dimensional government-enterprise communication and coordination mechanism;actively participating in the reformation of the oil and gas pipeline network market system.This article also gives countermeasures to clarify the division of legal rights and responsibilities for fair and open oil and gas pipeline networks: perfecting laws and regulations,formulating supporting rules,improving basic principles of fairness and openness,and clarify enterprises and governments responsibilities for fair and openness.This study systematically analyzes and summarizes the common problems in the government enterprise collaboration,in the hope of providing some experience on the integration of government-enterprise coordination in related fields.
