Since the 18 th Party Congress,under the guidance of Xi Jinping’s thought of socialism with Chinese characteristics in the new era,China has adhered to the concept that green hills are golden hills,and steadfastly followed the path of ecological priority and green development.In order to solve the problems of resource shortage and environmental pollution in cities,optimize the traditional city management and operation mode,and improve the efficiency of urban resource allocation and utilization,the Chinese government proposed the smart city pilot in 2012.Cities play a crucial role in advancing the green development of China’s economy and society as essential carriers of economic growth and ecological conservation.As an important part of China’s in-depth promotion of the new urbanization road,the pilot smart city,exploring the impact of smart cities on urban green development,has important theoretical and practical significance to promote cities to take the intensive,low-carbon green development road and promote the construction of beautiful China.The purpose of this paper is to explore the impact of smart city pilots on urban green development.On the theoretical side,based on the specific initiatives of smart city pilots,the behavioral paths of smart city pilots affecting urban green development are sorted out,and a theoretical analysis of how smart cities can promote urban development is conducted.On the empirical side,based on the panel data of 280 prefecture-level cities and 922 listed companies from 2008 to 2017,a time-varying DID model is constructed to evaluate the impact of smart cities on urban green development and further explore the specific mechanisms of the effect.This paper finds that smart city pilots significantly contribute to the green development of cities,which is reflected in the fact that smart city pilots enhance the green development of cities by further promoting the fight against pollution prevention and control,steadily promoting the goal of "double carbon",and actively promoting the green transformation of industrial development,and this finding remains significant after a series of robustness tests.Further exploring the mechanism of the role of smart cities in promoting urban green development,it is found that smart city pilots improve the green development level of cities by improving the efficiency of resource allocation in cities,enhancing the quality of environmental information disclosure of enterprises in cities,and promoting the deep integration of industrial industrialization and informationization.The sub-sample discussion finds that there is heterogeneity in city size,city human capital level,and city infrastructure level for smart city pilots.Specifically,pilot policies are more likely to promote green development in large cities,cities with higher levels of human capital,and cities with better levels of infrastructure construction.The findings of this paper provide empirical support for further promoting smart city pilot policies. |
