| Coal resource-based cities are cities with abundant coal resources.Coal resources have far-reaching effects on the development of the entire city and national economy.As human demand for coal resources continues to increase,coal resource-based cities are basically facing the urgent need for transformation.The transformation and development of coal resource-based cities is related to China’s transformation of economic development mode and deepening the overall reform of the economic system.It is related to the realization of China’s overall well-off society and the overall strategy of modernization.It is of great practical significance and theoretical value to study the transformation path of coal-based cities..For the first time,China’s government plans to establish 262 resource-based cities nationwide,of which there are more than 30 typical coal resource-based cities.The Chinese government attaches great importance to the transformation of coal-resource-based cities.The State Council has established 69 resource-exhausted urban transformations in three batches.Pilots give these cities a large number of policy,funding,and technology support for transformation pilots so that cities can find a transformation path that suits them.Among the four grades of the State Council’s classification of resource-based cities,Huaibei City is one of 67 recession-type cities.In 2009,Huaibei City was listed as a resource-exhausted city,and urban transformation is imminent.Starting from the perspective of green development,this paper summarizes the scientific connotation of the green development concept from the two aspects of Marxist green development concept and the Marxist green development concept with Chinese characteristics,and points out that the green development concept serves as a guide to the transformation of coal resource-based cities in line with today’s mainstream concepts.The important significance is to construct the basic framework of green transformation,which is divided into three parts: industrial green transformation,green growth of economic growth mode and green transformation of science and technology.It covers industries,growth methods,ecology,society and resources.This paper takes Huaibei City as an empirical study,introduces the basic situation of Huaibei City,analyzes the development of Huaibei City from the past relying on the coal industry,and gradually evolved into a hindrance due to the depletion of coal resources,in the international,domestic and Huaibei City itself.In the context of the need to realize the urgency of urban transformation,from the four aspects of industry,ecology,science and technology,the path selected by Huaibei City in the process of transformation since the implementation of the transition policy was combined,and combined with Huaibei City from 2010 to 2017.The basic data of the past years has constructed four evaluation systems,including economy,society,environment and resources,and set corresponding indicators in each system.The principal component analysis method and factor analysis method are used to evaluate and analyze the green transformation effect of Huaibei City.It is found that since the implementation of the transition policy in Huaibei City,the overall economic efficiency has increased,and new economic growth points have been sought to drive urban economic development.Under this condition,the social development momentum is good,and the per capita disposable income and infrastructure can basically meet the needs of life.Demand,but there is a slight owing to environmental governance and resource utilization measures In particular,the resource system fluctuates greatly in some years.All these indicate that Huaibei City has achieved certain results in the process of urban development,but the transformation is still in an unstable stage.In some aspects,it needs improvement and has a larger potential.Based on the advantages and problems of Huaibei City’s past transformation roads,it further summarizes the path of urban green transformation in Huaibei City,including industry,ecology,innovation,talents,resources,environment,regional exchanges,etc.,for other coal resources.A city transformation provides a range of experiences. |
