| "Green" and "innovation" are the source of sustainable development,and are important issue that need to be addressed in the development of all countries.Green innovation can contribute to harmonious economic,environmental and social development.As global energy consumption continues to rise,green innovation has also become a subject of competition between governments.Along with the rapid development and popularity of information technology,information infrastructure has become an important source of leading innovative development and promoting high-quality economic development,and has a significant impact on social development.By reducing the cost of communication,exchange,knowledge spillover and information interaction,attracting talents from green and technology-intensive industries,well-developed information infrastructure can promote the transformation of informatization of cities and realize the green development of cities,and has a key role in improving the level of green innovation in cities and accelerating the establishment of a "dual circulation" development pattern.Therefore,under the current economic situation and the dilemma of global urban governance,exploring the driving effect of information infrastructure construction on urban green innovation under the background of digital economy development in our country,and figuring out its specific impact channels have important academic value and practical significance for optimizing the overall planning and implementation strategy of information infrastructure,promoting the green transformation of China’s economy and accelerating the construction of an innovative country.This thesis first reviews relevant literature and theories on information infrastructure and urban green innovation,then briefly summarizes the status of smart city pilot policies,and proposes research hypotheses that smart city construction affects urban green innovation on the basis of relevant theories.From the two paths of information search and scale agglomeration,the influence mechanism of smart city pilot construction on urban green innovation is constructed.Then this thesis establishes a multi-period DID model to study the impact of information infrastructure on urban green innovation by taking the national smart city pilot policy as a quasi-natural experiment and using 285 prefecture-level cities panel data from 2003-2018.At the same time,this thesis provides an in-depth analysis of the mechanism of action of information infrastructure affecting urban green innovation and the heterogeneity effect,and finally proposes corresponding policy recommendations based on the findings of this thesis.The results show that: Firstly,smart city pilot policies can significantly contribute to improving the level of urban green innovation,the result that remains valid even after robustness tests such as the parallel trend test,the propensity score matching,the placebo test and the reverse causality exclusion.Secondly,the mechanism analysis shows that smart city pilot policies can improve the level of urban green innovation through information search and agglomeration of scale.Thirdly,the heterogeneity analysis reveals that the smart city pilot policy has a more significant promotion effect on urban green innovation in the eastern region,cities with lower administrative levels,and cities with lower levels of science and education,and that smart city construction can significantly enhance urban green innovation at different levels of green innovation.However,the green innovation effect of the smart city pilot policy slows down as the green innovation level of cities increases.Fourthly,the analysis of the moderating effect shows that the role of the smart city pilot policy in promoting the level of green innovation in cities will be weakened with the increase of environmental regulation.Based on the above analysis,this thesis puts forward policy recommendations: Firstly,improve the information infrastructure and build solid material foundation.Secondly,establish and improve data use mechanisms and norms,and promote information integration and sharing.Thirdly,optimize the human capital structure and attract high-quality technical talents.Fourthly,encourage the participation of private capital and accelerate the construction of smart cities guided by the government and jointly built by various parties.Fifthly,make overall planning and targeted efforts to accurately and effectively promote the construction of smart cities. |
