Along with the rapid development of China’s urbanization,and the cause of he improvement of the people’s living standard,the total amount of urban waste in cities has increased exponentially,and the problem of urban waste disposal has become one of the major constraints to the development of China’s cities.Therefore,the issue of urban garbage classification and management has leased the high attention of the country and the society.The china’s Party also pay much attention,such as the General Secretary Xi Jinping has repeatedly expressed such advanced values "blue water and green mountains are golden and silver mountains".What is more,he also said "garbage classification is a new trend".To the country and the government has formulated la lot of laws and regulations through top-level design to realize the garbage classify.The top-level design has resulted in a large number of laws and regulations.The comprehensive implementation of urban waste separation and management can help reduce the amount of life waste in urban,to improve the green and beautiful environment because of the sense of the disadvantage of he waste.However,in practice,the government-led classification of urban waste has hindered the implementation of relevant policies and made it difficult to achieve significant results.The report of the 20 th Party Congress points out that a sound social governance system of construction unity,united management and everyone is responsible,to build a community where everyone has its own responsibility,everyone share the society and everyone enjoy the society.Therefore,this paper makes the use of the theory of social governance collaborative,build basis of the cooperate of the every subject to solve the current problems faced by urban household waste classification.We combine the strength of the the government with residents,the strength of enterprises with social organizations and other stakeholders to enhance environmental awareness and promote the construction of ecological civilization.This paper uses cooperative governance as the theoretical basis,besides literature research method,it also adopt ask people questions survey method,to summarize the current problems of domestic waste separation in L district of R city,which mainly include two major aspects: imperfect collaborative waste management system and poor operation of waste separation process.Based on the existing problems,we analyzed the causes and found that there are two main reasons for the insufficient collaboration among the stakeholders and the insufficient motivation of the waste separation process.By drawing on the successful experience of waste separation in related countries and cities,and combine the actual situation of the waste classify in R city L,this paper put forward the following suggestions: to improve the governance of domestic waste separation in R city L;to strengthen the collaboration of government,enterprises,social organizations and residents subjects to build a collaborative governance pattern,Clear division of labor and cooperation;to strengthen the collaboration of processes by improving policy legislation,implement administrative law enforcement,increasing guarantee input,improve the level of treatment,to realize the smooth operation of waste separation.In order to provide governance ideas for waste classification in R city.
