Study On Incentive Mechanism Of Separate Collection And Disposal Of Municipal Domestic Waste

With the development of social economy,urban residents produce more and more domestic waste,which causes serious environmental pollution and waste of resources.Domestic and foreign research show that the implementation of municipal solid waste classification is an important way to improve resource utilization and promote urban green development.The implementation of garbage classification is related to the health of the people’s living environment and is also an important manifestation of the degree of social civilization."Lucid waters and lush mountains are invaluable assets".In recent years,the Central Committee of the Communist Party of China has attached great importance to the classification of urban residents’ domestic waste,continuously promoting the pilot work of garbage classification in various cities,and has achieved certain results.However,in the process of promoting garbage classification in Chinese cities,there are still some problems,such as the low enthusiasm of residents and the lack of effective incentive system.There is still a long way to go to carry out garbage classification work.Under the guidance of incentive theory,this paper adopts the methods of literature research,interview,observation,questionnaire survey and comparative analysis.We started from the classified collection and release of urban domestic waste classification,and analyzes the results of the investigation of the domestic waste disposal situation of residents in Yichun City,Jiangxi Province.Through a large number of literature research and comparative analysis,we conducted an in-depth study on the incentive mechanism of urban garbage classified collection and release,and tried to build a set of garbage classification incentive system suitable for China’s national conditions,so as to contribute to the battle of urban household garbage classification in China.The research shows that there are many deficiencies in the existing incentive system of garbage classification collection and release in Yichun City,which are mainly manifested in the absence of management regulations on garbage classification,poor mandatory incentive effect,weak sense of classification among residents,lack of recognition incentive,failure to integrate material and spiritual incentives single induced incentive and so on.In order to solve this problem,all parties need to work together to establish a more scientific and long-term incentive system.Specifically,the first is to increase law enforcement and strengthen mandatory incentives;the second is to implement smart management and release inductive incentives;the third is to innovate the propaganda model,and strive to form an identity incentive mechanism that promotes residents’ participation;the fourth is to take a variety of measures at the same time,take a certain stimulating incentive.The task of garbage classification has a long way to go,which requires the joint efforts of the government,society,and urban residents and other multi-subject to establish a scientific and efficient normalized incentive mechanism.
