| With the improvement of people’s living standards,villagers’ awareness of participating in rural public affairs gradually increases,and their enthusiasm for participation continues to rise.However,there are still some problems in the participation process,such as improper participation methods and single participation channels.These factors are not conducive to the active participation of villagers.Therefore,studying the factors that affect the active participation of villagers in rural environmental governance and proposing targeted measures is of great significance for fully leveraging the role of villagers as masters and effective participation.This research takes citizen participation theory,new public service theory,good governance theory,theory of planned behavior and rational behavior theory as the theoretical basis,and puts forward research hypotheses.Conduct research on the on-site situation of rural areas in X Town through methods such as literature collection and questionnaire survey.In terms of literature collection: search for relevant domestic and foreign literature using the keyword "rural environmental governance" to further enrich the theoretical foundation.Through a questionnaire survey and on-site investigation of 201 villagers in X Town,Cao County,relevant data on villagers’ participation in township environmental governance was collected.This article uses SPSS 25.0 research tool and multiple linear regression method to analyze the influencing factors of villagers’ participation in rural environmental governance.The results show that the four major factors of willingness to participate,participation conditions,participation environment,and participation guarantee have a significant impact on the degree of villagers’ participation in rural environmental governance,and all are positively correlated.This verifies the hypothesis of this article that their willingness to participate is the first factor affecting the degree of villagers’ participation.Based on the results of empirical research,this article further conducts a descriptive statistical analysis of the relevant factors that affect the effective participation of villagers in rural environmental governance in X Town,Caoxian County,And summarize the factors that restrict the active participation of villagers in environmental governance: "The willingness of villagers to participate is low,and the quality of the main body is not high","The environment for township participation is weak,and the atmosphere for participation is insufficient","The participation conditions are not perfect,and most rely on the government","The participation guarantee is not comprehensive,and villagers participate passively",as well as the reasons for these constraints: excessive concentration of township power,limited channels for villagers to participate in governance,backward development and publicity methods of village housing The traditional environmental governance mechanism is single,the environmental governance technology and facilities are outdated,and the cultural quality of the villagers is not high.At the end of the article,from the perspective of influencing factors,countermeasures and suggestions are proposed to promote the participation of villagers in rural environmental governance.Based on the results of empirical analysis and the integration of excellent rural governance cases at home and abroad,solutions are proposed to address the shortcomings of villagers’ participation in environmental governance in X Town,including improving the overall quality of the main body,mobilizing the willingness of villagers to actively participate,establishing a cultural service system,and creating an environment for full participation in governance Standardize rural financial support,improve the conditions for rural participation in governance,improve grassroots participation policies,and improve the guarantee system for villagers’ participation.These suggestions aim to contribute to the effective participation of villagers in rural environmental governance issues in the new era. |
