Research On The Influencing Factors Of Villagers’ Intention To Participate In The Governance Of Rural Living Environment Under The Context Of COVID-19

The report of the 19 th National Congress of the Communist Party of China puts forward the strategy of rural revitalization and the improvement of rural living environment.In recent years,in view of the outstanding problems existing in the rural living environment in China,the Party and the government have introduced a series policies of rural living environment governance,and have achieved certain results.However,the governance of rural living environment has not gotten rid of the single-center governance mode of government,and the villagers’ intention to participate in the governance of rural living environment has not been fully stimulated.The outbreak of COVID-19 has caused serious harm to public health and social development,and prompted people to rethink the problem of rural living environment.Clean and tidy living environment is not only an important means of control disease transmission,but also an important goal of rural living environment governance,which proves that rural epidemic prevention and control are closely linked to rural living environment governance.It is of great theoretical and practical significance to study how to improve villagers’ intention to participate in the governance of rural living environment by taking epidemic prevention and control as the entry point,so as to strengthen the governance of rural living environment.Therefore,based on the background of COVID-19 prevention and control,this paper takes the theory of protection motivation,the theory of public crisis management and the theory of citizen participation as the theoretical basis,attempts to analyze the influencing factors of villagers’ intention to participate in the governance of rural living environment and puts forward corresponding policy suggestions.Based on the theory of protection motivation,this paper extracted the influencing factors of villagers’ intention to participate in the governance of rural living environment,including risk perception and coping appraisal.This paper takes institutional trust as the mediating variable into the research framework and puts forward the research hypothesis,and then constructs a theoretical model of influencing factor of villagers’ intention to participate in the governance of rural living environment under the context of COVID-19,and studies the interaction mechanism among risk perception,coping appraisal,institutional trust and intention to participate.By referring to the relevant mature scales at home and abroad,the questionnaire was designed preliminarily,and the formal questionnaire with ideal reliability and validity was formed through the pre-test and revision of the questionnaire.In the formal investigation,a total of 1039 valid questionnaires were obtained through the questionnaire survey.SPSS22.0 and AMOS22.0 were used for descriptive statistical analysis,reliability analysis and confirmatory factor analysis,structural equation model verification respectively.The empirical results show that:(1)Risk perception has a significantly positive impact on villagers’ intention to participate in rural living environment governance.(2)Coping appraisal has a significantly positive impact on villagers’ intention to participate in rural living environment governance.(3)Institutional trust has a significantly positive impact on villagers’ intention to participate in rural living environment governance.(4)Institutional trust has a mediating effect on the relationship between coping appraisal and villagers’ intention to participate in rural living environment governance.In view of the above conclusions,relevant policy suggestions are put forward: improve the risk communication mechanism,improve the risk cognition level of villagers,stimulate villagers’ sense of efficacy to participate in the governance of rural living environment,strengthen the trust of villagers in the government system,and ultimately enhance their enthusiasm and initiative in participating in the governance of rural living environment.
