The issue of environmental governance in rural communities is not only the necessary extension of urban community environmental governance experience to the countryside, but also one of the vision and starting point of the modernization process of rural governance. It is directly related to the fundamental well-being of rural community residents.Strengthening the environmental governance of rural communities is a powerful measure to promote the construction of beautiful villages which provides practical space for the adjustment and mechanism construction of the interaction between the government, communities and residents in the new era.In existing studies, the perspectives of the two key subjects of“government” and “residents” in environmental governance have become more and more microscopic, which also shows that the core of environmental governance lies in the cooperation and co-governance of the subjects, and rural residents have been impacted in the post-epidemic era community environmental health and safety.Later, the concept of participation has improved to a certain extent. Then,in what form does the residents participate in the environmental governance of rural communities, and how do internal and external factors affect residents’ participation in community environmental governance to ensure governance efficiency? Its influence mechanism and practical experience are worthy of analysis and discussion.Residents are the key subject and the largest audience of community environmental governance. Therefore, this research analysis is carried out around the following questions: From the perspective of individual internal factors, how much influence does it have on the participation of rural community residents? What is the status quo of participation of residents in rural communities in the context of changes in the external environment? What is the mechanism of situational factors on residents’ participation? However, the factors affecting the willingness of rural community residents to participate in environmental governance and the basic conditions and catalysts for the transformation of behaviors still need to be clarified. In this regard, this article takes residents of rural communities in Chengdu as the research object, comprehensively applies governance theory and citizen participation theory, and based on the theoretical model of planned behavior, empirical analysis and other methods are used to conduct in-depth and detailed research on the internal and external influencing factors of rural community residents’ participation in community environmental governance, and try to clarify the mechanism of internal and external factors for rural community residents’ participation. Finally, according to the survey samples The status quo analysis and model analysis results provide pertinent suggestions for the promotion of rural community residents’ participation in environmental governance,in order to achieve an effective increase in residents’ participation. The main content and specific research steps of this article are as follows:Chapter One is an introduction, focusing on the origin of the research and a review of domestic and foreign literature. The second chapter clarifies the related concepts and theoretical basis, and the third chapter constructs the research model and puts forward the research hypothesis. Then,a measurement scale is designed to measure the current status of participation behaviors of residents in rural communities in Chengdu and the above variables, and the scale is evaluated and revised through pre-investigation;Chapter 4 is an empirical study, using a questionnaire survey method to collect Rural community residents’ participation in environmental governance questionnaires, using SPSS and AMOS software to analyze and retrieve 419 valid questionnaires. The final empirical results show:(1)Rural community residents’ willingness to participate in environmental governance is directly affected by their participation in environmental governance, subjective norms, perceived behavior control, and community identity;(2)Community identity factors have a positive impact on willingness and participation behavior at the same time;(3)Community intervention factors significantly regulate the transformation of residents’ willingness to participate into behavior, that is,the stronger the community intervention, the easier it is the willingness to transform into participation.Based on theoretical and empirical research results, this article emphasizes that the conditions for the effective participation of rural community residents in environmental governance include three aspects: one is to strengthen mobilization and publicity to promote the harmonization of environmental attitudes and participation behavior;the second is to improve institutional channels to promote participation willingness and the ability of participation;the third is to inhance methods of innovation to promote a high degree of cognition motivation and participation motivation. In the fifth chapter, suggestions are made in terms of mobilization mechanism, power and responsibility mechanism, and incentive mechanism. The sixth chapter mainly summarizes the research and looks forward to the future in order to provide enlightenment for rural residents to effectively participate in environmental governance. Therefore, improving the level of rural community governance, and realizing the modernization of rural community governance capabilities can be expected.
