With the improvement of China’s industrial system and the improvement of the national economic level,the problem of water environment pollution has become more and more prominent,and has become the focus of our governments at all levels.In the natural ecological environment,water pollution will not only affect the quality of national life,but also bring heavy damage to the natural ecological system.In the face of irreversible and serious consequences,it is difficult to achieve the goal of human sustainable development.Global water environment governance has always been the focus of attention of governments around the world.While seeking practical engineering governance measures,China should base itself on the present,combine the concept of sustainable development governance,and optimize governance ideas,Determine the key governance points.The public is the most direct perceiver of the effect of the water environment treatment project,and can provide the most authentic feedback.Through the public’s satisfaction with the project,we can know whether the project is really implemented.In water environment treatment,the government should include the satisfaction of the people into the evaluation of water environment.At present,the research on water environment governance is very weak,ignoring the importance of public participation.This paper is based on public water environment,water environment governance,public goods theory,utility theory,public satisfaction theory and so on.Firstly,the domestic and foreign literatures on water environment management are collected and sorted out,and the research background,significance and research status are described,and the research ideas and research methods are designed;Then,taking the pollution control of small watersheds in Guiyang City as a case,the public satisfaction is obtained through questionnaire survey,and the constructed system is applied to this example.According to the conclusion of the evaluation system,the public satisfaction of water environment treatment projects is empirically tested by IPA method,and according to the conclusion of the survey,the public satisfaction of water environment treatment projects is comprehensively controlled,various service functions are guaranteed,the efficiency of problem implementation is improved The public’s satisfaction was evaluated from several angles,such as improving public supervision and appeal channels.Through the above research,this paper puts forward corresponding countermeasures for water environment governance based on a series of analysis of public satisfaction,and its research ideas and methods also provide references for environmental management of other similar engineering projects.
