Government Environmental Performance And Public Eco-environment Satisfaction:Deviation And Interpretation

Environmental issues have become global issues that affect human development.Since the new century,especially since the party's 18 th National Congress,China's policy on environmental protection has continuously increased.While the economy continues to grow,the increase in pollutants is also at a high level,and the enormous pressure on the ecological environment is increasing.Taking Guangdong as an example,the total discharge of waste gas,waste water and solid waste has increased year by year.It is generally believed that the protection of the ecological environment is the responsibility of the government and is closely linked with the environmental performance of the government.However,based on the overall performance evaluation results of the Guangdong Provincial Government issued by the South China University of Technology Research Group,compared with 2006,Guangdong's government environmental performance index increased by 18.02% in 2016,and the public eco-environmental satisfaction rose by 4.5%.This result is thought-provoking and worth exploring.In theory,the more serious the environmental pollution,the lower the government's environmental performance and public ecological environment are.In the past decade or so,the deviation or “paradox” of environmental pollution,government environmental protection performance,and public environmental satisfaction in Guangdong Province has reflected the deep-seated contradictions in the period of socio-economic transition from high-speed growth to high-quality development.The question of this extension is: How to measure this deviation or "paradox" ? What are the reasons and impacts?And how should it be improved?Based on problem orientation,this paper studies the theoretical models of government environmental performance evaluation and public satisfaction measurement,and uses literature,empirical analysis,and mathematical statistical analysis techniques to explore the causes and influencing factors of the public's environmental satisfaction deviation from government environmental performance.The research idea is: Under the guidance of the idea method of government performance evaluation,sort out the existing literature and theory,put forward the analysis framework and research hypothesis,elaborate the reasons and influence behind the analysis results of Guangdong Province,and put forward the improvedcountermeasures and suggestions.The results show that the difference between the government environmental performance and the public eco-environmental satisfaction in 21 cities of Guangdong Province between 2006 and 2016 ranged from-3.08 to 44.40,with a gap of 47.48.The influencing factors of the deviation relationship include public background,environmental pollution,government actions,and economic development,of which the government affairs disclosure has the greatest impact on the deviation relationship.The reasons are: the construction of the rule of law for environmental protection lags behind the concept of green development.The assessment of total emission reduction and pressure-based systems are likely to lead to government rent-seeking.The lack of government information disclosure and asymmetrical results in limited public access to information.The public's demand for revenue growth is greater than the requirement for environmental quality under the “middle income trap”.And public perception and survey techniques lead to subjective systematic errors.To increase the environmental performance of the government and the satisfaction of the public ecological environment,government departments and the public must form a consensus.At the same time,we must promote open and transparent environmental information,increase environmental protection publicity,and build an effective mechanism for the exchange of government and the public,and change the kinetic energy of economic development.
