With the continuous development of China’s economy, air pollution has presented a growing trend and air pollution has become the realistic problem to be solved to our country. Because atmospheric pollution presents its regional and complex features, relying on only a single regional government has been unable to solve the problem of air pollution fundamentally, so every local government is actively implementing joint prevention and control mechanism, but the effectiveness of governance is not significant. The reason is the neglect of deep interest, which is the logical starting point of intergovernmental co-governance, and the benefit compensation mechanism is the core mechanism of intergovernmental co-governance. Establishing a scientific and reasonable benefit compensation mechanism stands a crucial role to balance the distribution of benefits in the field of air pollution, to rationalize the interests as well as to promote the coordinated development of regional economy and the environment.Firstly, through the study of literature, the author give clearly some concepts: intergovernmental collaborative management and benefit compensation mechanism s,and explain theories of externality, public goods and modern finance, on the basis of this, the status and features of the atmosphere pollution governance,and the dilemma of the Intergovernmental collaborative governance to Atmospheric pollution are analyzed. The increasingly serious air pollution grows to the complex type, which has regional, external costs and management complexity and other characteristics. The "prisoner’s dilemma" and" wisdom pig game" would appear in the governance process. To break the dilemma, the author brings forward benefit compensation mechanism. And of which analyzes necessity and feasibility of the building.Secondly, through a case study of "Jing-Jin-JI" area, the author gives the plight depth analysis for stakeholders, conflicts of interest, compensation in the dilemma and the cause to which. There are, currently, two compensation dilemma:the high pressure and insufficient longitudinal compensation of the pollution treatment, cooperative governance and missing transverse compensation in the benefit compensation of "Jing-Jin-JI" area, the causes are as follows:firstly, the regional segmentation of fragment; secondly, the of awareness regional benefit compensation is not yet mature; thirdly, the lack of compensation laws; fourthly, the lack of professional mechanism; fifthly, the corresponding supporting system is not sound.Finally, in order to ease the contradiction between the interests of air pollution intergovernmental cooperative governance, and promote the smooth progress of cooperative governance. Drawing on the experience at home and abroad, build up benefit compensation mechanism for the Intergovernmental collaborative governance to atmospheric pollution.
