Research On Air Pollution Collaborative Governance By Local Governments In Chengdu-Chongqing Urban Agglomeration

Air pollution has a relatively serious negative impact on public health and the sustainable development of economy and society,and combating air pollution and improving air quality has become one of the important issues for our government.The mobility and spillover of air pollution determine that it needs to be coordinated by local governments in the region.As a special regional public good,air pollution control is often accompanied by game behavior when local governments supply,which brings some challenges to collaborative governance.Therefore,it is necessary to take certain measures to guide local governments to choose behavior strategies that are conducive to regional coordination.In this thesis,Chengdu-Chongqing urban agglomeration is selected as a case.Firstly,the development process of the urban agglomeration’s air pollution collaborative governance is sorted out by using the methods of literature research and social network analysis,and the current situation of its air pollution collaborative governance is analyzed from three aspects of the content,mode and network of collaborative governance.Secondly,through interviews and surveys,it is found that there are three major problems in the coordinated treatment of air pollution in Chengdu-Chongqing urban agglomeration.Firstly,the lack of cooperation among the collaborative subjects is reflected in the obstructed cooperation within the government and poor cooperation among the governments;secondly,the lack of accuracy of assessment data,unreasonable setting of indicators and repetitive assessment increase the burden of grassroots;thirdly,the low cooperation and participation of the public in the process of governance.Further analysis shows that the main factors affecting the effectiveness of air pollution collaborative governance are the cost-benefit distribution mechanism,department cooperation incentive mechanism,collaborative organization and other collaborative organization mechanisms,traditional administrative divisions and existing management systems,differences in local economic and financial conditions,the scientific nature of policies and regulations,and public participation.Based on the above influencing factors,this thesis puts forward research hypotheses and sets corresponding parameters to build an evolutionary game model,so as to explore the role of various influencing factors in the local government’s strategic choice,and how to adjust the influencing factors to facilitate the achievement of collaborative governance.Research has found that the cost of air pollution control,external effects,and the effectiveness of collaborative governance are negatively correlated,while the weight of air quality in the performance evaluation system,public participation and supervision,and the increase in incentives from higher-level governments for collaborative governance can have a positive impact.Accordingly,this thesis proposes policy recommendations for optimizing the collaborative air pollution management by local governments,which mainly include: optimizing the collaborative mechanism to stimulate government cooperation;breaking the traditional system to adapt to regional governance;and improving policies and regulations and enhancing public participation.
