Research On Air Pollution Control In L City From The Perspective Of Collaborative Governance Theory

Since the reform and opening up,China’s economy has developed rapidly and people’s quality of life continues to improve,various environmental pollution problems come one after another,and air pollution is particularly prominent.Air pollution not only affects the public’s daily travel,endangers life and health,but also hinders the sustainable development of society.How to improve the quality of atmospheric environment has become a severe test facing the party and the country.In 2018,The State Council promulgated the Three-year Action Plan for Winning the Battle to keep our skies blue,which proposed to continuously improve air quality and retain more blue skies.In 2022 for the Beijing-Tianjin-Hebei region and surrounding areas autumn season heavy pollution weather still high incidence and ozone pollution increasingly serious problems,ecological environment and other departments issued by the deep play heavy pollution weather elimination,ozone pollution prevention and diesel truck pollution control battle action plan,makes the atmospheric pollution control work has been further implemented.L city is a typical industrial city in northern China,heavy industry foundation,heavy economic light development mode of environmental protection,lead to heavy pollution weather frequently,in recent years,L city government adopted a series of measures to control atmospheric pollution,overall although achieved certain results,but there are still many problems in the process of governance,seriously affected the L city ecological civilization city construction process.Article on the basis of collaborative governance theory,using the literature research method,comparative analysis,questionnaire survey,interview,from the present situation of L city atmospheric pollution control,found in the process of social governance participation,insufficient government internal coordination,atmospheric pollution events occur frequently,atmospheric pollution control way did not change four problems.On this basis,the causes of the problems of air pollution control in L city are analyzed,that is,the multi-subject governance pattern has not yet been formed,the collaborative governance mechanism is not perfect,the governance behavior is not orderly,and the governance process does not keep pace with The Times.Finally,according to the actual situation of L city,four countermeasures are put forward,including accelerating the construction of the multi-subject governance pattern,improving the collaborative governance mechanism,standardizing the governance behavior,and strengthening the innovation of the governance process.
