| The Guangdong-Hong Kong-Macao Greater Bay Area(GBA)consists of nine cities in Guangdong Province and two special administrative regions of Hong Kong and Macao.It is one of the important regional strategies in China.In recent years,the “Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area ” had put forward requirements for the environmental livability in GBA.At the same time,with the rapid development of regional economy,unreasonable discharge of waste water and over exploitation of water resources have led to the widespread water pollution in GBA.Trans-boundary river determines that it is difficult for a local government to solve such problems alone,besides,with network of waterways densely covered in GBA,the governance of water pollution urgently demands the cooperation of local governments.In this paper,Ansell and Gash’s collaborative governance framework is indexed,and we analyze the effect of collaborative governance of water pollution in GBA based on it.By using event sequence analysis,we analyze the process of collaborative water pollution governance in GBA.We also analyze the influence of starting conditions,collaborative process,institutional design and facilitative leadership on the collaborative effect.The descriptive statistical results show that in the practice of collaborative water governance in GBA,bilateral and multilateral collaboration co-exist,and the number of bilateral collaboration events is more than that of multilateral collaboration.According to the descriptive statistical results,bilateral collaboration and multilateral collaboration are discussed separately.It is found that,in terms of collaboration effect,bilateral collaboration in the region has relatively achieved better results,while multilateral collaboration has not been completely established.In terms of influencing factors of collaboration,the history of cooperation plays an important role in the early development of cooperation,and the facilitative leadership played a key part in promoting the deepening of cooperation.In addition,face-to-face dialogue is a factor throughout the whole process.According to the analysis,we get two general conjectures: first,there is interaction between bilateral collaboration and multilateral collaboration,specifically,in a network with multiple groups of bilateral collaboration,the participants who take part in several groups of bilateral cooperation may initiate multilateral collaboration and gather participants.After the establishment of multilateral cooperation,the two participants who have not establish bilateral collaboration may establish that to better integrate into the multilateral cooperation.Secondly,the history of cooperation and facilitation leadership is two most important factors in the establishment of collaboration.The history of collaboration is an important factor in the emergence of collaboration,while facilitative leadership is an important factor in the deepening of collaboration. |
