Since the 21st century,the living standard of Chinese people is increasing day by day,more and more material needs,and more and more household garbage,bringing many problems for the life of residents and the development of cities.In this regard,China has tried to implement the household garbage classification policy nationwide,requiring residents to classify the household garbage according to the household garbage classification standards,so as to reduce the amount of household waste to be dealt with.In the whole process of household garbage classification promoted by the government and participated by residents,the role of government supervision effectively plays a vital role.First of all,this paper selects the living garbage classification collection process of government supervision problem as a research object,take the wisdom regulation theory as a theoretical tool,from the living garbage classification government supervision supervision concept,regulation,regulation,regulatory effect of four dimensions,build the living garbage classification government supervision theory analysis framework.Secondly,taking J City of S Province as an example,on the basis of in-depth analysis of the current situation of household waste classification,it is found that the current government supervision of household waste classification has problems such as lagging supervision work,weak supervision force,increasing supervision difficulty,supervision effect is less than expected,and the causes are analyzed It is a traditional supervision concept.Second,the supervision subject is single;third,it is due to the backward and inefficient supervision means;fourth,the evaluation mechanism of supervision effectiveness is not mature.Finally,it is proposed to further optimize the government regulatory function of household waste classification,which can be made from the following four aspects:first,one is to establish the concept of intelligent supervision,second,to build the "three-sided implementation pyramid" of the regulatory subject,third,to optimize the use of regulatory tools,and fourth,to use intelligent evaluation to achieve win-win supervision. |
