| Environmental regulation is a series of environmental policy tools and agreements formulated and implemented to prevent pollution and improve environmental quality.It is divided into formal environmental regulation and informal environmental regulation.It is an important means to improve the coordination between economic development and environmental protection.Industrial transfer is an inevitable choice to achieve regional coordinated development,and the resource and environment problems associated with industrial transfer have increasingly attracted widespread attention.How to formulate and implement a reasonable environmental regulation system,strictly control and orderly promote industrial transfer,so as to avoid the possible negative effects of resource and environment caused by the transfer of polluting industries from the source,and promote the green,coordinated and highquality development of the economy in the place where the industrial transfer is undertaken has become a major theoretical and practical problem that needs to be solved urgently,which is of great significance.Starting from the connotation of environmental regulation,this paper combs and summarizes the measurement methods and related theories of environmental regulation,and constructs the measurement index system and model of environmental regulation intensity;Taking the province as a unit,this paper calculates and analyzes the transfer of polluting industries in China in two periods by using the deviation share method.On this basis,this paper constructs a spatial Dobbin model of environmental regulation intensity and pollution industry transfer,and studies and reveals the relationship between environmental regulation and pollution industry transfer.The results show that:(1)in terms of time,the intensity of environmental regulation fluctuates slightly with time and is generally stable.There is a certain lag between the implementation of environmental regulation and the effect of environmental regulation;In space,the intensity of environmental regulation is high in the East and low in the west,and the regional differences are reduced,but the imbalance still exists.(2)There are differences in the influencing factors of the intensity of environmental regulation among provinces(autonomous regions and municipalities directly under the central government).The phenomenon of weak awareness of environmental protection is common in the central and western regions.Informal environmental regulation plays an increasingly important role in curbing environmental pollution.(3)Environmental regulation is one of the important driving factors for the transfer of polluting industries.During the research period,the environmental regulation intensity in eastern China is relatively strong,which has promoted the transfer of polluting industries from coastal areas to inland areas.It is estimated that the transfer scale of polluting industries in 2011-2015 and 2015-2019 is close to 800 billion yuan.With the increasing intensity of environmental regulation,the central region has gradually changed from the place where industries are transferred to the place where industries are transferred out;The intensity of environmental regulation in the western region is relatively small,and it is a relatively stable place to undertake the transfer of polluting industries.(4)Spatial econometric analysis shows that the effect of environmental regulation has regional synchronization,that is,environmental regulation has an inhibitory effect on the transfer of local polluting industries,and at the same time has a negative spillover effect on adjacent regions,which may be one of the drivers of the "avoidance effect".According to the above research conclusions,the following policy recommendations are put forward: formulate differentiated environmental policies,establish and improve the industrial access mechanism,strive to improve the market mechanism,correctly guide the "neighbor avoidance effect",strengthen the publicity and implementation of the concept of ecological civilization,and improve the public awareness of environmental protection,so as to coordinate the relationship with industrial transfer and promote regional balanced development. |
