The Impact Of Environmental Regulation Competition On Industrial Transfer

At present,China’s regional industrial transfer is more and more prevalent,especially the eastern area,which is facing the task of industrial restructuring and upgrading,Because of the stricter environmental regulations and the higher costs of polluting,is urgent to carry out industrial transfer and reduce the environmental cost pressure.Meanwhile,in order to develop the local economy,central and Western China tends to weaken the intensity of environmental regulation,and undertake the transfer of polluting industries at the expense of the regional environment.The reason is that the local government’s-environmental regulation competition exists,and the local government’s environmental regulation decision is no longer only affected by the local resource endowment.,but also influenced by the level of environmental regulation in neighboring areas.In this case,the industrial transfer would bring economic benefits to the local in the short term,but due to the regional government vicious competition and abuse of environmental resources,environmental conditions of long term between regions will become increasingly worse,is the so-called "harmed".The nineteen report clearly points out that the modernization of our construction is the modernization of the harmonious symbiosis between man and nature.We should not only create more material wealth and spiritual wealth to meet the people’s growing needs for a better life,but also provide more quality ecological products to meet the growing needs of the people’s growing and beautiful ecological environment.So for better implementation of national development layout,also in order to avoid the "first development,post-governance" of the industry transfer area,we should attach importance to industry transfer in the environmental damage caused by the vicious competition of local government,explore a achieve economic development and environmental protection"win-win" path.The paper puts the competition of local government into the analysis framework,and studies the influence of the competition of environmental regulation on industry transfer in China.The main ideas of the paper are as follows:first,we collate the relevant research results of environmental regulation and industrial transfer at home and abroad,and lay a theoretical foundation for later analysis of the impact of environmental regulation competition on industrial transfer.Secondly,we summarize the measurement methods of indicators and select measurement method,and describe and analyze the changes of industrial transfer and environmental regulation in China.It shows that the level of China’s environmental regulation is increasing year by year,and the industrial transfer in China shows the trend of Eastern to Midwest.Third,establish a multivariate linear regression model,using the ordinary least squares method to our country 30 provinces in 2005-2015 panel data for empirical analysis,found that environmental regulation on industrial transfer has no significant negative effect;Fourth,we use Moran’s s I index and Moran scatter plot to test the spatial dependence characteristics of environmental regulation between 30 provinces and cities.Then we establish spatial Durbin model,and empirically investigate the impact of local government’s environmental regulation competition on industrial transfer.The regression results show that the performance of environmental regulation on industrial transfer in our country is inhibition,the environmental regulation policy between local governments has obvious characteristics of regional imitation,showing the phenomenon of "competition by the bottom".The improvement of the intensity of environmental regulation in other regions has a positive effect on the transformation of industries in the region.Besides,there is a positive correlation between industrial agglomeration,labor cost,traffic density and industrial fixed assets investment and industrial transfer.The level of marketization is negatively related to industrial transfer.The paper puts forward the following Suggestions for the research conclusions:Constantly improve the promotion and assessment system of government officials,and it is more important to link the environmental indicators with the performance assessment;Strengthen the overall coordination among regions,top-level design and coordinate the environmental policies of industrial transfer sites and industrial undertaking areas;Local governments shall rationally carry out industrial development planning according to local conditions,formulate market economic norms and improve industrial concentration;Adopt the method of tax incentives or subsidies for the research and development of clean technology of enterprises,and increase the initiative of enterprises to develop actively;Enhance public awareness of environmental protection and enrich the public’s participation in environmental protection,promote the coordinated development of economy and environment.
