Since the reform and opening up,China’s economy has taken off,but the drawbacks of long-term extensive industrial development are also increasingly apparent.Assembly.Industry is an important field of carbon emissions,accounting for about 70%.Industrial carbon emission reduction brooks no delay.In August 2022,the Ministry of Industry and Information Technology and others jointly issued the "Implementation Plan for Carbon Peak in the Industrial Field",planning a route for achieving carbon peak in China’s industrial field.Industrial green development can effectively reduce carbon emissions,and how to achieve green and lowcarbon industrial transformation has become a key and difficult point in industrial transformation.Green Total Factor Productivity(GTFP)is one of the indicators to measure the green development of industry.As an important content of social regulation,environmental regulation plays an important role in reducing pollution and reducing emissions.The imbalance in regional economic development makes local governments have regional characteristics when formulating environmental protection policies and regulations,and there may be differences in environmental regulations among different regions.This regional difference will affect the location choice of enterprises,and may further promote industrial transfer.Many studies indicate that after 2004,China’s industry began to disperse and transfer from the eastern region to the central and western regions.In the context of industrial transfer,clarifying the impact of environmental regulations on the industrial green total factor productivity and the differences between industrial transfer and undertaking areas will have implications for local governments to formulate environmental protection policies,promote interregional industrial transfer,and promote regional coordinated and sustainable development.Firstly,this thesis uses the data of two-digit industry segments from 2004 to 2020,and find that the eastern region has begun to transfer industries to the central and western regions since2004.Then,using chemical oxygen demand,sulfur dioxide,and smoke and dust emissions to measure the intensity of environmental regulations in various provinces and there are regional differences in the intensity of environmental regulation.Industry tends to shift from Beijing,Tianjin,and the eastern coastal areas with high environmental regulation intensity to areas with low environmental regulation,indicating that there is a Pollution Haven Effect in the decentralized transfer of industry among regions in China.Finally,using the global reference Malmquist index to calculate regional industrial green total factor productivity,it is found that China’s industrial green total factor productivity shows an upward trend,and technological progress has made a significant contribution to its improvement.Secondly,this thesis uses data of provinces from 2004 to 2020 to analyze the impact of environmental regulation on industrial transfer.The study found that environmental regulations in the national sample increased,and the average concentration of industry increased.Studying the heterogeneity of segmented industries,it is found that the intensity of environmental regulation has increased,the average concentration of high energy consuming industries,energy,metallurgy,chemistry,building materials,and light industry in the industrial transfer out areas has decreased,and the average concentration of corresponding industries in the industrial undertaking areas has increased.It proves that regional differences in environmental regulations have indeed promoted interregional industrial transfer in China.Finally,using the provincial data from 2004 to 2019 to explore the non-linear relationship between environmental regulation and industrial green total factor productivity in the context of industrial transfer.For industrial transfer out areas,the relationship between environmental regulation and green total factor productivity is a "U" shaped relationship.Most industrial transfer out areas are located on the left side of the "U" curve,indicating that environmental regulations need to be improved to cross the inflection point.For industrial undertaking areas,the relationship between environmental regulation and green total factor productivity is an "inverted U" shaped relationship.75% of the industrial undertaking sites are about to reach the inflection point of the "inverted U" curve,and effective measures need to be taken in advance to avoid entering the declining stage.The national sample of environmental regulation and green total factor productivity is a "N" shaped relationship.While strengthening environmental regulations,attention should also be paid to improving their own innovation level.Based on the above conclusions,this thesis puts forward policy recommendations on the direction of future industrial transfer,the types of industries suitable for each region to undertake,the formulation of environmental regulatory policies for industries to be transferred out and undertaken,the rate of technology transfer,and human capital.These suggestions may reasonably promote interregional industrial transfer in China,thereby narrowing the gap in green development of regional industries,and ultimately promoting sustainable industrial development and coordinated regional economic development.
