| Since the 18 th Anniversary of the Communist Party of China,ecological progress,along with economic,political,cultural and social progress,has become China’s "five-in-one" strategy for development.It has also been included in the five-year Plan for the first time and become one of the ten goals of the 13 th FiveYear Plan.In November 2021,the Central Committee of the Communist Party of China(CPC)and The State Council,in their Opinions on Deepening the Battle against Pollution,once again mentioned that structural,root and trend pressures in China’s ecological and environmental protection have yet to be fundamentally alleviated.China’s air pollution prevention and control has entered a difficult stage.Taking Chengdu city as a sample,the analysis of its air pollution control practice has great significance for improving China’s air pollution control system.This paper is focused on the perspective of public management,atmospheric pollution in chengdu as the research object,the government’s environmental regulation practice as the research content,On the basis of discussing the current situation of governance,this paper makes an in-depth study of the existing problems,discusses the root causes of the problems deeply,and finally puts forward countermeasures and suggestions for improvement.The thesis consists of six chapters,which are discussed according to the logical thinking of "theoretical research-current situation analysis-problem raising-problem analyzing-problem solving".First of all,the research background and significance,purpose and content,ideas and methods of this paper are described,and the research progress at home and abroad is discussed from the causes of pollution,pollution mechanism,treatment countermeasures,joint prevention and control,treatment dilemma and other aspects.Secondly,the relevant concepts involved in this paper are defined and explained,and the theoretical basis of this paper is put forward: public goods theory,externality theory,game theory and environmental regulation theory.Thirdly,it analyzes the current situation and specific practices of air pollution control in Chengdu,and summarizes the effectiveness of air pollution control during the 13 th Five-Year Plan period.Fourthly,the status quo of air pollution control is sorted out in detail,problems existing in the practice of air pollution control in Chengdu are summarized,and the causes of the problems are analyzed layer by layer based on the basic theory of this paper.Finally,in view of the existing problems and causes of the problems,the countermeasures and suggestions to improve the control of air pollution in Chengdu are put forward.The main innovations of this paper include: 1.Select the public concern the characterization of atmospheric environment quality of the change of main pollutant concentration and the air quality good rate as the governance effect of quantitative indicators,compared with common pollutants total annual emissions more targeted and timely,and more to suit the concern of the public.2.Fill the research blank of air pollution joint prevention and control in Chengdu Plain Economic zone,provide a referential path choice for promoting the process of joint prevention and control,enrich the theoretical research in this area.3.Put forward the countermeasures and suggestions to improve the efficiency of air pollution control based on the practical level,which can be used for reference by other cities.The deficiency of this paper mainly lies in the limitation of the availability of research data,so there is relatively little the vertical interest game between the government and functional departments. |
