Public Participation In Air Pollution Governance Research Of Nan Ning

Since the reform and opening policy was carried out in1970s, economic grows rapidly, however, the air quality changed dramatically. No doubt, air pollution is the by-product of the rapid economic growth. Recently, heavy haze weather appeared in metropolitans, people’s health and the quality of life has suffered a lot, air pollution have become a hot topic, which aroused the broad attention throughout the country.For a long time, our government plays an important role in air pollution governance, however, traditionally mode to addressing environmental problems relies solely on government has defects, disturbing the order of the market economy, influencing non-governmental organizations development in environmental protection. Polycentric governance theory proposed the government--market--social pluralistic governance framework. Public participation as a method to solve the complexities environment issues, there is an ongoing academic practices and debates about environmental governance.This paper concerns on the public participation in the governance of air pollution at Nan Ning under the perspective of polycentric governance theory. Through documentary analysis, questionnaire survey, interviews method, the author tried to get a general idea of the current status of public participation in environmental governance, summarize a few existing problems from it, the countermeasure suggestion are given as well:from government control to pluralistic governance, broaden the channel of message, increasing the involvement of non-governmental organizations and to perfect laws and regulations of public participation in air pollution governance. Through the paper work, the author hopes that the public can participate effectively in environmental governance, thus providing a useful reference for government in environmental governance.
