Study On The Coupling And Coordination Of Scientific And Technological Innovation,Ecological Environment And High-Quality Economic Development In The Yangtze River Economic Belt

In the process of high-quality economic development,science and technology provide an inexhaustible driving force,and the ecological environment is an important guarantee.The high-quality construction of the Yangtze River Economic Belt is a national strategic need.However,due to the special geographical location of the Yangtze River Economic Belt,which links the east with the west,and the great difference in internal resource endowments,there are regional differences in internal scientific and technological innovation,ecological environment and high-quality economic development.Based on this,this paper takes 105 cities in the Yangtze River Economic Belt as the research object,respectively constructs the evaluation index system of scientific and technological innovation,ecological environment and highquality economic development to measure the development level,then analyzes the coordination degree and spatial correlation of two systems and three systems of scientific and technological innovation and high-quality economic development,ecological environment and high-quality economic development,and further explores the influencing factors and effects of the coordination degree of scientific and technological innovation,ecological environment and high-quality economic development,in order to provide support for improving the coupling coordination degree of three systems.The analysis results show that:(1)The level of scientific and technological innovation,the level of ecological environment construction and the level of high-quality economic development in the Yangtze River Economic Belt show different degrees of growth.The growth of high-quality economic development in the Yangtze River Economic Belt is obvious in the whole region and the middle reaches.The growth of scientific and technological innovation and the level of ecological environment is greatest in the lower reaches.(2)The level of eco-environment development lies between the level of high-quality economic development and the level of scientific and technological innovation,leading the level of scientific and technological innovation and inferior to the level of high-quality economic development,which also makes the coordination between scientific and technological innovation and high-quality economic development lag behind the coordination between eco-environment and high-quality economic development.(3)During the research period of the coordination degree of the two systems and the three systems,the overall trend is good,gradually changing from the low level of large gap between regions to the high level of small gap.The spatial correlation is significant,but the regional distribution difference is significant,showing the characteristics of continuous sheet and uneven distribution,with the distribution pattern of decreasing in the east,middle and west,lower,middle and upper reaches.(4)Regional economic scale,technological progress,ecological conditions,environmental governance,human capital,foreign investment,industrial structure and government intervention have different regional impacts on the coordination of scientific and technological innovation,ecological environment and high-quality economic development in the Yangtze River Economic Belt.Based on the above analysis results,five policy suggestions are put forward and analyzed by regions:(1)Break the administrative boundary constraint,formulate the overall development direction and goal,pay attention to inter-city benefit sharing and compensation,look for inter-regional common interests,and establish an inter-regional coordination mechanism.(2)Strengthen technological innovation and ecological environment construction to improve the quality of economic development.(3)Accelerate the adjustment of industrial structure,build industrial development gradient and optimize industrial layout.(4)Optimize the investment environment and improve the quality of foreign capital inflows and utilization.(5)Optimize the environment for talent development and attract the concentration of human capital.
