Research On The Innovation Of Ecological Environment Supervision System In The Yangtze River Basin Based On The Development Perspective Of The Yangtze River Economic Belt

Promoting the development of the Yangtze River Economic Belt is an important step in"playing a chess game for China’s economic development",and its strength and status cannot be underestimated.For a long time,while the rapid development of the Yangtze River Economic Belt has pushed China’s economy to a new height,the ecological and environmental problems in the Yangtze River Basin,which are in line with the development of the Economic Belt,have become increasingly serious.The speed of economic development has shifted from high-speed to medium-high speed.The voice of "grasping the big protection and not engaging in big development" always reminds us that development requires not only speed,but also quality."Becoming the main theme of development,repairing the ecological environment of the Yangtze River Economic Belt has become the focus of all work.Looking at the ecological environment management of the Yangtze River Economic Belt,the long-established institutional mechanism based on administrative divisions flows through many provinces,cities(districts)throughout the Yangtze River basin,and its ecological supervision has a fragmented situation of "multiple dragons governing water".The actual situation and regulatory environment in different regions are different,and it is difficult to form a unified governance and coordinated governance situation in a short time.Therefore,the interests of all parties on the upper and lower reaches of the Yangtze River and the right and left banks are integrated,and the management functions of all parties are integrated.The ecological and environmental supervision functions previously scattered in different ministries and commissions are unified and exercised by one department.Adhere to the unity of ideological party building and system rule of the party,the unity of mission leadership and problem orientation,the unity of "key minorities" and the management of the "majority",the unity of exercise of power and responsibility,the unity of strict management and concern for trust.Internal supervision and mass supervision are unified.How to achieve these "six unifications" has become a difficult regulatory system that needs to be solved now and in the future.Based on the theory of ecological civilization,sustainable development,and government regulation,this article reviews the evolution of the top-level design and the historical evolution of the regulatory agency in the reform process of the ecological environment regulatory system in China with the background of the “big department” reform.Regulatory innovation in practice.Using data analysis and comparative analysis,the current ecological and regulatory status of the Yangtze River Basin in China is clearly and intuitively displayed.Analyze the main problems and dilemmas facing the ecological supervision system in the Yangtze River Basin from the four levels of law promulgation,supervision system,institutional authority,and public perception.Based on a case analysis of the ecological environment supervision of the river basins in the two different regions of the Xin’an River and the Mississippi River,put forward new ideas for establishing the Yangtze River Basin ecological environment supervision system from the aspects of institutional framework,establishment of institutions,collaborative supervision,etc.,in order to open up a new situation in the Yangtze River Basin ecological environment supervision system and supervision capabilities.
