| Based on the evaluation of the implementation process of the municipal solid waste classification policy in Hangzhou,a pilot city in Zhejiang Province,and the implementation of the Administrative Regulations of Hangzhou on Municipal Solid Waste in the Mandatory Waste Classification newly promulgated in 2019,and combined with the relevant literature survey,this paper sorts out the garbage classification policy of China and Hangzhou,determines the key points and difficulties in the study by integrating the theoretical literature of domestic and foreign scholars,and evaluates the implementation process of the policy by combining the relevant data of garbage classification in Hangzhou,through questionnaire survey and interview,and discusses the issues of garbage classification in Hangzhou by combining the mature classification policy in foreign countries and using Smith’s policy implementation model,and analyzes the reasons thereof,so as to provide reference for promoting and improving the policy.Secondly,through the basic information of the respondents and the evaluation of five categories of questionnaires,we collected 252 valid questionnaires,and conducted interviews with 10 residents,social workers,government workers and scholars to evaluate the implementation of the classification policy of municipal solid waste in Hangzhou.Smith’s policy implementation model is used to analyze the problems and their causes,including imperfect policy rules,unclear powers and responsibilities of departments,lack of expertise of implementation subjects,low level of knowledge of target groups,imperfect external environment of policies and so on.Suggestions are put forward to improve policy design,refine policy content,define subject responsibility,strengthen supervision mechanism,improve law enforcement quality,cultivate residents’ environmental literacy,and optimize policy external environment,so as to provide countermeasures and suggestions for domestic garbage classification in Hangzhou. |
