Study On Effective Control Of Agricultural Non-point Source Pollution In HeFei Chao Lake Watershed

In order to protect the rural environment,the No.1 central document in 2022 proposed to strengthen the comprehensive treatment of agricultural non-point source pollution and promote the green development of agriculture and rural areas.In recent years,governments at all levels have paid more and more attention to agricultural non-point source pollution,and have carried out the governance of agricultural non-point source pollution from various aspects,which has greatly improved the situation,but there are still many blind spots and deficiencies.Because agricultural non-point source pollution is greatly affected by natural factors,the pollution sources are scattered,and have the characteristics of difficult detection and complexity,it is difficult to achieve the ideal control effect with a single control means.Therefore,building a control system of agricultural non-point source pollution,comprehensively adopting multiple management systems such as legislative guarantee,economic incentive,technology promotion and public participation,strengthening the control of agricultural non-point source pollution,and constantly innovating and improving the control methods and levels have important theoretical and practical significance to curb the aggravation of agricultural non-point source pollution.Taking Chaohu Lake Basin in Hefei as the research area,this paper analyzes the background and research significance of agricultural non-point source pollution control in Chaohu Lake Basin,studies the influencing factors of farmers’ willingness to control agricultural non-point source pollution around the basin through household survey visits and questionnaires,and analyzes the current situation.It is found that there are some problems in agricultural non-point source pollution control in Chaohu Lake Basin in Hefei:: imperfect relevant policies and regulations system,weak farmers’ awareness of environmental protection Technology extension and limited investment in agriculture.In view of the problems existing in the control of agricultural non-point source pollution and combined with foreign advanced treatment experience,the following suggestions are put forward:(1)improve relevant laws and policies,strengthen law enforcement responsibilities,promote green performance appraisal,strengthen supervision and do a good job in system guarantee;(2)Pay attention to economic compensation,increase government financial investment and improve farmers’ enthusiasm for participation;(3)Publicize in multiple ways and channels to guide the masses to actively participate in the construction of ecological countryside;(4)Strengthen technical guidance,promote organic fertilizer instead of traditional fertilizer to strengthen the recycling of agricultural waste,promote digital information monitoring technology and improve the monitoring mechanism.Build a comprehensive agricultural pollution control system dominated by the government,with farmers as the main body and the whole process participation of the public,so as to provide reference for other regions to carry out agricultural non-point source pollution.
