At present,the problem of non-point source pollution of chemical fertilizers in China has become increasingly serious,which has greatly affected the sustainable development of rural environment and agriculture in China,and has attracted the attention of the party and the state.The management of non-point source pollution of chemical fertilizers is imminent.Farmers are the main body of chemical fertilizers for non-point source pollution control.Their willingness to accept policies directly affects the effective implementation of policies and the ultimate effect of governance.Based on this,this paper comprehensively analyzes the status quo of chemical fertilizer application and chemical fertilizer non-point source pollution from both macro and micro levels;based on the central and research on local chemical fertilizer non-point source pollution control policies,the content of governance policies,target groups and farmers Systematic research is carried out by accepting willingness.Then,using the theory of planned behavior and the theory of protection motivation,this paper studies the mechanism of the factors affecting the accepting willingness of farmers' non-point source pollution control policies.On this basis,the logistic regression model is adopted to accept the farmers' fertilizers and non-point source pollution control policies.Willing to conduct an empirical test and propose corresponding policy recommendations.The main conclusions are as follows:1.The total amount of chemical fertilizer application in China is high and the intensity is high,and both exceed the international average level;the application structure of chemical fertilizer is unreasonable,the proportion of nitrogen fertilizer is too high,the fertilization method is backward,and the utilization rate of chemical fertilizer is low.China's chemical fertilizers have serious non-point source pollution,and chemical oxygen demand emissions,ammonia nitrogen and total phosphorus emissions are large;and total nitrogen emissions are still increasing in recent years.The result is a decline in soil quality,a deterioration in the water environment and an impact on air quality.2.The key to the non-point source pollution control policy is the reduction and increase of fertilizer application.The direct impact on farmers is the reduction of chemical fertilizer application,especially nitrogen fertilizer.As a target group of farmers,the willingness to accept policies may become lower due to the loss of interests.3.In general,when farmers have low awareness of technical and agricultural non-point source pollution,65.4% of farmers are willing to accept the policy of limiting the amount of nitrogen fertilizer applied,and the average willingness to pay is 183.01 yuan/mu per year.However,there are differences in the willingness to accept policies of different groups of farmers,such as regions,personal characteristics,family income structure,and cognition of non-point source pollution.4.Many factors affect the willingness of farmers to accept policies.Households based on agriculture are highly dependent on agricultural income.Limiting the application rate of nitrogen fertilizer may reduce crop yield and household income,thus weakening their willingness to accept policies.The more active the environmental protection attitude,the higher the willingness to accept governance policies.The demonstration role of friends and mandatory environmental regulations will enhance farmers' willingness to accept policies;the convenience of fertilization methods and government technical support can also increase farmers' willingness to accept policies.5.The formulation and implementation of China's chemical fertilizer non-point source pollution control policies should be improved from four aspects.First,appropriate subsidies for farmers' fertilizer reduction behaviors;second,farmers' access to organic fertilizers and formula fertilizers should be further facilitated during policy implementation;The third is to improve the technical support for farmers to improve fertilization;the fourth is to increase the propaganda of chemical fertilizer non-point source pollution control with farmers as the center.
