Since economic reform and open up,China has been practicing the concept of open development and attracting investment.The introduction of foreign direct investment(FDI)has,on the one hand,contributed to the rapid economic development,making China one of the leading economies in the world,but on the other hand,it has brought about excessive consumption of resources and environmental damage,which has seriously affected the further development of the economy.Since the new normal,China has been a big advocate of green development with the philosophy of resource conservation and pollution emission reduction.In order to meet the needs of green development in the fastest and most efficient way,we need to pay attention to the industrial enterprises that account for the largest proportion of energy consumption and pollution,and urgently need to accurately grasp the current status of their green economic development,and actively explore the impact of foreign investment on the green economic development of industrial enterprises.On the premise of considering the unexpected output,this paper evaluates the level of green economic development of 30 provinces in China from 2007 to 2020 by using the EBM-GML index.In addition,this paper further explores systematically the influence mechanism between FDI,air pollution and green economic development by constructing an empirical model.Only through a proper understanding of the relationship between FDI and green economic development and making scientific planning for the introduction and layout of FDI,can we give greater play to the driving role of foreign investment on economic development and promote the development of green economy more comprehensively during the 14 th Five-Year Plan period.The study found that:(1)The GTFP of industrial enterprises in China showed an overall growth trend during the sample period,but there was obvious regional heterogeneity in the GTFP of various regions in China,with an overall performance of “high in the coast,second in the inland and low in the border”.(2)FDI plays a significant inhibitory role in the green economic development of China’s industrial enterprises on the whole,but the role exists some regional heterogeneity.The inhibitory role is significant in the coast and inland,but not in the coast.(3)Air pollution is a mediating variable for the impact of FDI on the green economic development of industrial enterprises,and the impact of air pollution on GTFP has a significant threshold characteristic.(4)There is a significant double threshold effect of air pollution on industrial enterprises’ GTFP,with double threshold values of 9.5725 and10.1264 for the level of economic development and 2.0079 and 2.1455 for the level of human resources respectively.The negative effect of air pollution on GTFP will gradually weaken with the crossing of the two thresholds.
