Abstract/Summary:
Since the reform and opening up,the rapid growth of industry has played an important role in Chinese economic development.However,the extensive industrial growth model with high investment,high consumption,high pollution and low efficiency has caused a large amount of resource consumption and serious environmental pollution.In order to realize the green development of Chinese industry,it is urgent to transform the development mode of Chinese industry,realize the optimization and upgrading of the industrial structure,and promote the continuous growth of industrial green total factor productivity.Therefore,it is essential for formulating reasonable industrial development policies and promoting the sustainable development of Chinese industry to understand the level of industrial green development in various regions in China objectively by measuring the industrial green total factor productivity,examine the status quo of industrial structure optimization and upgrading in various regions of China by measuring the rationalization and advancement level of industrial structure,and explore the impact of industrial structure optimization and upgrading on industrial green total factor productivity.On the basis of summarizing the existing literature at home and abroad,this paper measures Chinese industrial green total factor productivity,evaluates the optimization and upgrading of Chinese industrial structure,and then explores the impact of industrial structure optimization and upgrading on Chinese industrial green total factor productivity.First of all,using the SBM efficiency measurement model considering undesired output and the Malmquist-Luenberger productivity index to calculate Chinese industrial green total factor productivity and its decomposition items consisting of industrial green technological progress and industrial green technological efficiency from 2007 to 2015 and descriptive statistical analysis is conducted from the overall,provincial and regional levels.Then,indicators are constructed from the two dimensions of industrial structure rationalization and industrial structure advancement to measure the optimization and upgrading of Chinese industrial structure.Among them,the reciprocal of Theil index is used to measure the rationalization level of industrial structure,and the Moore value based on the angle cosine method is used to measure the advancement level of industrial structure.And the results are summarized and evaluated from the overall,provincial and regional levels.Finally,this paper constructs a dynamic panel model and uses difference GMM and system GMM to estimate the full sample data and sub-regional sample data respectively,and specifically analyzes the effects of the rationalization level and advancement level of the industrial structure on the industrial green total factor productivity and the regional differences of the effects,and then puts forward targeted suggestions for the optimization and upgrading of Chinese industrial structure and industrial green development.The main conclusions are as follows:(1)The national industrial GTFP increases year by year,but the growth rate slows down.The difference in industrial green technology efficiency leads to obvious differences in industrial GTFP between provinces,and there is a risk of further expansion of this difference.Industrial GTFP and its average annual growth rate which decrease in order of eastern region,central region and western region have obvious regional differences.(2)The optimization of our country’s industrial structure is in good condition,and the level of rationalization is generally on the increase.There are obvious differences between provinces.The rationalization level of industrial structure regresses in some provinces.From a regional perspective,the rationalization level of industrial structure decreases in the order of eastern,central,and western regions.The difference is obvious,but this difference shows a shrinking trend.(3)The upgrading of our country’s industrial structure is in good condition,and the level of advancement is generally on the rise.There are obvious differences between provinces and regions.However,provinces and regions with low advancement levels of industrial structure have higher average annual growth rates,which is beneficial to reduce inter-provincial differences and regional differences.(4)Both the rationalization and advancement level of industrial structure promote the growth of industrial GTFP,and the advancement level of industrial structure has a higher promotion effect on industrial GTFP in the central region than in the eastern and western regions.From the perspective of the internal path,the advancement level of industrial structure has a positive effect on the growth of industrial green technological progress,and the rationalization level of industrial structure has a positive effect on the growth of industrial green technological efficiency.In addition,environmental regulations and urbanization level as the control variables have a significant role in promoting the growth of industrial GTFP,and energy intensity has a significant inhibitory effect on the growth of industrial GTFP.This study attempts to optimize the research process from the following three aspects.Firstly,in the measurement of the advancement level of industrial structure,the Moore value based on the angle cosine method is used to measure the advancement level of industrial structure.This method takes into account the impact of the relative changes of industrial basic industries,core industries and high-tech industries on the advancement level of industrial structure,and can describe the advancement level of industrial structure from an overall perspective.Secondly,in terms of the research object,it is different from the existing research that takes the industrial structure adjustment of the national economy as the research object.This article focuses on the industry,takes industrial structure adjustment as the research object,and explores the impact of the optimization and upgrading of industrial internal structure on the green development of industry.Thirdly,in terms of the research method,the adjustment of industrial structure is divided into two dimensions:the rationalization of industrial structure and the advancement of industrial structure,in order to explore their respective impacts on industrial green development,and compare their differences on internal paths in affecting industrial green total factor productivity.The shortcomings of this paper are mainly reflected in two aspects:Firstly,due to the fact that the 2018 China Industrial Statistical Yearbook has not yet been published and the 2017 China Environmental Statistical Yearbook lacks the index data needed to calculate the comprehensive environmental pollution index,the research year is only until 2015 with a slight lack of timeliness.Secondly,in order to maintain the consistency of the classification of industrial sectors during the study period,adjustments are made to certain industries,such as merging ’mining auxiliary activities’ and‘other mining industries’ into‘other mining industries’,and `metal products,machinery and equipment repair industry’ and‘other manufacturing industries’ are merged into `other manufacturing industries’,which may lead to slight differences between the provincial industrial structure rationalization indexes in the measurement results and the real levels.
