Research On The Impact Of Environmental Regulations On The Green Development Of Industral Enterprises In City T

In the past 40 years of reform and opening up,with the rapid economic development of our country,resources and energy have been consumed in large quantities.At the same time,a large amount of pollutants such as waste water,waste gas and solid waste have been produced,and the ecological environment has been severely damaged.Green total factor productivity,as an indicator to measure the coordinated development of economy and environment,has been recognized by more and more researchers.In order to cope with the increasingly severe environmental pollution problem,governments across our country have successively introduced relevant environmental regulations and systems,and have continuously increased environmental governance funds.The ever-increasing intensity of environmental regulations will have a positive or negative impact on the green development of industrial enterprises.It remains to be explored and studied.In-depth understanding of the relationship between them,in order to promote the transformation of industrial enterprises to high-quality,low-emission cleaner production methods,is the key to realizing the green development of my country’s industry.This paper uses the DDF-GML index to calculate the industrial green total factor productivity of the nine banner counties and districts of T city from 2011 to 2017,Taking industrial green productivity as the explanatory variable and environmental regulation as the main explanatory variable,a model was constructed,and the impact of environmental regulation on the industrial green total factor productivity of city T was evaluated by regression analysis method.The main conclusions drawn in this article:(1)The average industrial green total factor productivity growth rate of city T from 2011 to 2017 was-5.85%,indicating that the level of industrial green development in city T needs to be improved;(2)From 2011 to 2017,the nine banners,counties,districts and districts of city T Only one county’s average industrial green total factor productivity is positive,the growth rates of the six banner counties and districts are all negative,and the growth rate of the two banner counties and districts remains unchanged;(3)Through the decomposition of the GML index,it can be seen that the technology Both efficiency and technological progress have declined,with changes of-2.82% and-3.12%,respectively.This shows that the decline in the growth rate of industrial green total factor productivity in City T from 2011 to 2017 is related to the decline in technical efficiency and technological progress.Take T city industrial green total factor productivity as the explained variable,environmental regulations as the main explanatory variable,and endowment structure,energy intensity,industrial structure and foreign direct investment as control variables,and conduct an empirical analysis of environmental regulation and industrial green total factor productivity,The results show:(4)There is a significant linear relationship between environmental regulations and industrial green total factor productivity,and it is positive;(5)There is a significant positive correlation between environmental regulations and technological progress,but there is no significant impact on technical efficiency,Which shows that environmental regulation mainly promotes technological progress to improve industrial GTFP;(6)Endowment structure,energy intensity and industrial structure have a negative impact on industrial green total factor productivity;(7)Foreign direct investment has a significant role in promoting industrial green total factor productivity,and foreign direct investment has a significant positive impact on technological progress and technical efficiency,indicating that there is no "pollution paradise hypothesis" in the T city area.Based on the above conclusions,this article proposes corresponding policy recommendations: T city government should improve industrial green total factor productivity by strengthening environmental regulations;industrial enterprises should strengthen technological innovation,and technological progress is the main driving force to promote industrial green total factor productivity;Strengthen cooperation with foreign-funded enterprises.Foreign-funded enterprises will bring new technologies to carry out production activities,which will surely upgrade products and even promote industrial upgrading,which may eventually affect the reform of the economic and industrial structure of City T;Accelerate the transformation of traditional industries to green production;and promote the optimization of energy structure.
