With China’s efforts to promote the construction of UHV substation,the number of UHV substation expansion projects is increasing day by day.In the extension construction,there are often cross operation,live operation,multiple operation areas,time constraints and other phenomena,which are highly professional and complicated,leading to increasing construction safety risks.At present,most of the risk management methods used in the expansion project cannot meet the needs of the actual project.Therefore,it is necessary to use systematic methods and tools to study the risk management of the UHV substation expansion project,strengthen the construction safety risk management mechanism,and ensure the construction safety.In this paper,NY substation expansion project as the research object,the application of risk management related theoretical knowledge for a systematic study.First of all,through the summary of similar engineering safety accident causes,according to the human,machine,material,method,environmental five aspects,analysis of the project construction safety risk management status and existing problems.Secondly,the WBS-RBS risk identification method is used to establish the mapping relationship between construction procedures and construction safety risks,and identify the construction safety risk factors of the project.Thirdly,use analytic hierarchy process and fuzzy comprehensive evaluation method to carry on the risk evaluation,by calculating the risk weight and risk rating,determine the risk grade of each index.Finally,based on the thought and method of risk response,the risk response strategy and control measures are proposed to further improve the management strategy and ensure the smooth completion of the project.Through the systematic study on the construction safety risk management of NY Substation expansion project,this paper can strengthen the engineering safety risk prevention and control efforts,reduce the probability of accidents,reduce the loss of accidents,eliminate casualties,and provide theoretical basis and practical methods for the construction safety risk decision-making of similar projects in the future.
