| Security is the top priority concerning people’s well-being and the overall situation of economic and social development,so security control is a major issue worthy of in-depth study,as well as a major subject affecting the future and destiny of enterprises and institutions.Although the number of accidents in chemical industry is less than that in construction industry and transportation industry by referring to relevant data,in fact,the possible consequences of each chemical accident can not be predicted and estimated.We only use certain methods to find the crux of the problem,and then from the essence of the right medicine,is the root of the occurrence of safety problems.The chemical construction project is different from the general construction project,because the chemical construction project is usually built on the basis of the original chemical equipment in the expansion and reconstruction,so there is a continuous production while the construction of the chemical project.Through consulting materials and summarizing six production characteristics of chemical enterprises: raw materials and chemical products are toxic,easy to explode,easy to corrosion;Cumbersome manufacturing process and harsh operating environment;Larger and larger production devices,more and more continuous,automatic and intelligent chemical production methods;Chemical production process is more systematic and comprehensive;Normal production and construction coexist and emergency rescue is difficult.Then comprehensive construction characteristics of their own impact on production safety,the characteristics of the two organic combination,comprehensive consideration of various characteristics,find the chemical project construction unit in the process of safety management requirements.By looking at the safety accident cause theory,find the origin of the earliest foreign heinrich causal chain theory and the domestic one of the most recognized three types of hazard theory as the theoretical basis and clear from "man--tube-ring" four aspects one by one to find the cause of the accident,unsafe behavior,some problems such as the part of the risk,the risk control before the hidden trouble,Control the hidden danger before the accident.Through understanding the construction content of the 300,000 tons/year syngas glycol and 50,000tons/year dimethyl carbonate construction project of Anhui Hongsifang Co.,LTD.,located in Feidong County Circular economy Demonstration Park,taking the glycol project construction in Feidong County as an example,through theoretical analysis of the cause of the accident,The safety management is analyzed according to the factors of 4 criterion layers and 13 measure layers,and the weight of index is determined.Finally,the evaluation model of safety supervision and management level is constructed by using fuzzy comprehensive evaluation method.Research results show that the feidong glycol project in a qualified safety management level,but the content system of management and security management score was 78.075 and 79.665,respectively,for the relatively weak,the project construction unit should be based on safety management factors influence a target response,starting from the four steps of the PDCA cycle,The safety management is divided into three stages before,during and after,and the improvement measures are formulated one by one.Measure 1: consolidate the achievements of the responsibility system,strengthen the hierarchical responsibility management system;Measure 2: strengthen multi-form training,improve the overall effectiveness of the training system;Measure three: strengthen the control of construction units;Measure four: increase the effective supervision and restraint of safety management;Measure 5:strengthen emergency capacity building,improve the level of comprehensive emergency management;Measure six: put forward civilized construction,implement safety management.This is conducive to the smooth progress of the 300,000-ton/year syngas to ethylene glycol and 50,000-ton/year dimethyl carbonate construction projects,and can also provide a certain reference for the safety management of other similar construction projects.Figure nine table ten reference forty-three... |
