Evaluation Of Rural Human Settlement Environment In Xiaogan City Based On Resident Satisfaction

Governance of rural human settlements is an important carrier of the current beautiful rural construction,and it is also a weak link that must be completed in order to fully realize rural revitalization.In 2018,the State Council issued the "Three-year Action Plan for the Improvement of Rural Human Settlement Environment",which has formulated mission objectives for the orderly advancement of rural human settlement environment governance in various places,and also provided institutional guarantees for improving the rural human settlement environment level.With the rapid development of the economy and the acceleration of the pace of urbanization,the problems of large-scale discharge of rural living pollution and non-standard treatment have become prominent.The problem of rural human settlements has become a shortcoming in the realization of a well-off society in Xiaogan City.Regulating and improving the living environment,and creating a modern new countryside with beautiful environment,complete facilities and comfortable livability have also become the strongest realistic demands of farmers.Therefore,Therefore,it is of great implication to study how to improve the governance of rural living environment and how to improve farmers’ living happiness.Based on the theoretical knowledge of human settlements,this paper refers to relevant literature evaluation indicators and government traditional assessment indicators,and establishes an index system for comprehensive evaluation through exploratory factor analysis.Then compare each indicator in pairs,and the experts and scholars will score according to the 1-9 nine-scale method,and then use the analytic hierarchy process to calculate each indicator for weighting.According to the scale,a questionnaire for rural residents’ satisfaction is designed,and then the questionnaire is sorted and summarized to obtain the corresponding data.Then,based on the scored questionnaire data,the comprehensive fuzzy evaluation method is used to calculate the residents’ satisfaction level of environmental governance in Xiaogan City and counties and districts,and the weak points and urgent problems to be solved are obtained by using the four-quadrant diagram.According to a qualitative analysis of the current situation of Xiaogan City ’s rural human settlements environmental governance,Xiaogan City ’s rural human settlements environmental governance is advancing steadily,but there are also common problems such as lack of funds for environmental governance projects,weak participation of farmers in planning,and out-of-plan development.In addition,according to the quantitative analysis of the fuzzy comprehensive evaluation of residents’ satisfaction,the overall score of Xiaogan’s rural residential environment governance satisfaction score is 2.9404.According to the analysis of the four quadrants,three indicators of tap water and sewage pipe network water pipe coverage,river length system and lake length system management,and non-formal waste storage point investigation and remediation are distributed in areas that need to be improved(highly important-low satisfaction);the number of shops in the villageThe eight indicators of cultural and entertainment venues,the number and quality of schools,the environmental and medical conditions of rural health centers,the number of supporting public toilets,livestock and poultry waste disposal,waste utilization,and on-site classification of waste are distributed next Districts should be improved(low importance-low satisfaction);village public lighting facilities,house housing satisfaction,public space and courtyard environment,village history and culture or protection of famous villages and towns,urban and rural environmental sanitation and cleanliness actions,construction of harmless sanitary toilets,Ten indicators for the construction of roads and household roads,broadband network coverage,village security and neighborhood relations,construction and management and protection mechanisms are distributed in the secondary advantage areas(low important-high satisfaction);1 item of drinking water quality The distribution of indicators is in the superior area(high importance-high satisfaction).Based on survey analysis and evaluation analysis,it is proposed from the macro level of overall improvement of rural residential environment governance satisfaction in Xiaogan City to continue to promote human settlement environmental governance and accelerate the completion of complete city governance shortcomings;continue to expand funding channels and coordinate special projects Accurate investment of funds;increase publicity and guidance of environmental protection policies,encourage villagers to participate in governance actions;strictly follow the principle of adapting to local conditions,and scientifically and rationally plan the development model.And from the micro level of improving the specific measures in the subsystem,it is proposed to implement the waste treatment in rural areas,steadily promote the treatment of toilet waste,carry out rural domestic water and sewage treatment in an orderly manner,further improve the village appearance,and scientifically implement the village planning.
