| With the steady progress of air pollution prevention and control,China’s air quality has been significantly improved,and the prevention and control of air pollution has entered a critical period.Building the modern environmental governance system with scientific and effective institutions are the necessary measures to win the battle to protect the blue sky.In this research,cross-county collaborative governance of air pollution prevention and control is taken as the research content,with J city in Shandong Province as a case for analysis.Based on the theory of collaborative governance,the analysis takes regional joint prevention and control of air pollution and precise emission reduction as the goal,taking into account the heterogeneity of administrative divisions at the county level to form a"specialized and innovative" air pollution control plan that integrates local characteristics.J city is one of the "2+26",transmission channel cities in Beijing-Tianjin-Hebei air pollution control region,and it is also a traditional old industrial base.While improving the ecological environment,it also needs the transformation and upgrading of economic structure.It can be regarded as a typical case of cities facing similar conditions in China,with its location advantages and current conditions.In this research,first of all,the basic concepts and basic theories involved in cross-county collaborative governance of air pollution prevention and control are summarized.Then analyze the current situation of cross-county air pollution prevention and control from two aspects,namely,the behavior agents and the need for collaborative governance.Next,sort out the problems to be solved in the governance process and analyze the causes.Finally,combined with the domestic and foreign experience of cross-regional environmental governance,propose the cross-county regional air pollution prevention and control optimization path from five aspects,which are the concept,information sharing,incentive design,intellectual support and safeguard measures. |
