Study On Government Regulation Of Henan Tobacco Industry Under The Background Of High Quality Development

It is very urgent and necessary to carry out the research on government regulation of Henan tobacco industry under the background of high-quality development.At present,promoting the modernization of the governance system and governance capacity has become the theme of the times,and promoting high-quality development has also become the theme of China’s national economic and social development during the14 th five year plan.As a big tobacco Province,how to make Henan Tobacco government control more in line with the requirements of the times and meet the needs of the high-quality development of the tobacco industry is an urgent problem to be solved.In particular,the tobacco industry in Henan Province is currently in the critical period of transformation and upgrading.The government still has a series of problems in the economic and social control of tobacco.This is an important reason for the large but not strong tobacco industry in Henan Province and does not meet the requirements of high-quality development.It is also the practical significance and value of this research.This study analyzes the five core elements of government control on tobacco industry by using the theory of government control.Based on this,the paper systematically expounds the reform and development process of the tobacco industry in Henan Province and the current situation of the government control.Combined with the interview method and the questionnaire method,the paper analyzes the existing problems of the government control of the tobacco industry in Henan Province from the two aspects of social control and economic control and five core elements,mainly including decentralized organizational control,too strong planning management,malpractice of tax policy,lax quality control,and poor performance of tobacco control.On this basis,it deeply analyzes the root causes of the problems,explains them from both theoretical and practical aspects,and systematically puts forward the countermeasures and suggestions for the optimization of government control to achieve the high-quality development of Henan tobacco industry,including adhering to the three principles of "laws and regulations as the criterion,moderate competition as the guide,and public interests as the orientation",and focusing on the improvement of economic control: quality and efficiency,Focusing on the improvement of social control: health and safety,there are five improvement measures in two aspects.This study explores the optimization of tobacco industry government regulation in Henan Province under the new era,and systematically analyzes the five core elements of tobacco government regulation,namely,organizational control,plan management,tax policy,quality control,tobacco control and performance;It is of great theoretical and practical significance to guide the government to better deal with monopoly and market,regulation and efficiency,monopoly and competition,health and development.By optimizing the government’s economic control and social control,the production and operation efficiency of the tobacco industry will be further improved,the people’s health will be better maintained,and the high-quality development of the tobacco industry in Henan Province will be realized.
