Tobacco industry as an essential part of our economy system,because of its special social status and industry development characteristic,our government carries out monopoly management on it,and it is one of the few monopolistic industry in our country.Monopoly management in tobacco industry does not have a long story.Our government still gets reasonable causes to continue taking monopoly policy in tobacco industry.Firstly,it is an important way for our government to imply centralize control in tobacco industry and maintains economic control and fiscal revenue.Secondly,it conforms to the national situation that our country is still a developing country.Thirdly,it is the inevitable choice that our government performs function to protect consumer's interest.Our regulations for tobacco disperse in every domain and functional department,these regulations run on their own and can't reach their inner unification.Besides,nearly all the regulations in different domains exist problems,which go against the health responsibility fulfilled by our government and restrict sound development of our tobacco industry.As the national anti-smoking campaign is on the rise,and further development of economic globalization and integration,our tobacco industry future reform and development naturally attract much attention in and out our country.Our government takes a variety of measures to regulate tobacco industry,which is the basic situation for tobacco industry further development.Tobacco industry must take inner system reforms.It should,on the one hand,gives full play to the role of market resources allocation,and on the other hand,gives full play the active management role of the government.we will enhance the comprehensive competitiveness of the tobacco industry and build famous tobacco brand and promote sustainable and healthy development of the tobacco industry.As the administrator of the social public service,our government should not only pay attention to the development of tobacco industry,but also pay attention to the health problems caused by smoking.Our government should perform duty to protect national health rights and interests,supports anti-smoking campaign and incorporates tobacco control into the national development strategy.Tobacco industry reform and national tobacco control management should comprehensive balance the interests of vary social groups,the current and long term development and strive to meet the present development reality and focus on the future development.The regulations expounded in this thesis generally incorporates two aspects—namely internal and external regulations,and external regulations includes legal and governmental regulations.This thesis takes references from other countries,based on practical aspects and our country's reality,proposes conception to solve some existingproblems and provides future development direction from a macroscopic perspective.
