The Impact Of Environmental Regulation On High-quality Economic Development

After the 19th CPC National Congress,the country’s economic development situation is shifting toward a high-quality,cost-effective and sustainable direction,and the report of the 19 th CPC National Congress has laid a solid foundation for the country’s future economic development.The Party’s 20 th National Congress also clearly pointed out that high-quality development is the primary task of comprehensively building a modern socialist country.At the same time of economic growth,our country has brought the problems of environmental pollution and ecological destruction,so it is urgent to strengthen the implementation of environmental regulation policy.At the same time,environmental regulations may increase enterprise costs,inhibit enterprise innovation enthusiasm,limit technological progress,and increase government management costs.It has become the consensus of the whole society to strengthen environmental governance,reduce environmental pollution,and build a beautiful China with blue sky,green land and clear water.Although the negative effects of environmental regulation on economic growth exist,this does not mean that we should abandon the concept of environmental protection,but to formulate reasonable environmental regulation policies to promote sustainable development.The effect of environmental regulation on high quality economic development and how to design effective environmental governance policies are important topics to achieve high quality economic development.Environmental regulation plays an important role in high-quality economic development.Environmental regulation can promote enterprises to carry out technological innovation,improve energy efficiency,optimize industrial structure and introduce highquality FDI,so as to enhance economic sustainability and improve the level of high-quality economic development.Based on this,this paper firstly analyzes the mechanism of environmental regulation affecting high-quality economic development.Secondly,using the panel data of 16 prefecture-level cities in Shandong Province from 2013 to 2020,the entropy method is used to measure the environmental regulation and high-quality economic development level,and the current situation of environmental regulation and high-quality economic development in Shandong Province is summarized by analyzing the measurement results.Then the mechanism analysis is carried out to empirically test the effect path of environmental regulation on high-quality economic development.Finally,Shandong Province is divided into east and west regions to compare the differences between regions.The findings are as follows:(1)From 2013 to 2020,the intensity of environmental regulation is increasing,and the level of high-quality economic development is generally on the rise.From the perspective of spatial scope,Shandong Province presents three echelons of high-quality economic development from high to low.Jiaodong Peninsula has the highest level of high-quality economic development and is in the first echelon,central Shandong is in the second echelon,and northwestern and southern Shandong are in the third echelon.From the perspective of index dimension,the index evaluation level of innovation,coordination,green and sharing shows an upward trend.The evaluation level of openness index showed a wavy downward trend.(2)From the direct impact of environmental regulation on high-quality economic development,the impact of environmental regulation on high-quality economic development presents an inverted "U" shape.(3)From the perspective of the indirect impact of environmental regulation on high-quality economic development,the four intermediary variables of technological innovation,energy efficiency,industrial structure and FDI all play a significant role in the impact of environmental regulation on high-quality economic development,among which energy efficiency and industrial structure play a positive role,technological innovation and foreign direct investmentCapital plays a negative role.(4)From the perspective of subregion,the impact of environmental regulation on high-quality economic development in the eight cities in eastern and western Shandong shows an inverted "U" shape,and environmental regulation has a significant positive effect on high-quality economic development.In terms of the positive effect of mediating variables on high-quality economic development,the eight cities in eastern Shandong Province are more obvious than the eight cities in western Shandong Province.
