Abstract/Summary:
Since september 2020,when the Chinese government first officially proposed "Peak Carbon Dioxide Emissions ",carbon emission reduction has become one of the hot spots in the whole society.Policies which relevant carbon emission reduction around the adjustment of industrial structure and energy structure of the cement industry have also been continuously issued and implemented.Thanks to the efforts of the government and cement enterprises and the effective implementation of relevant policies,China’s cement industry has generally shown a healthy development trend of stable total cement production,industry profit recovery,and industry concentration.However,the cement industry also has the problem of single policy tools,insufficient motivation of the implementation agency,and non-cooperation of the target group,resulting in the phenomenon of total cement production capacity not decreasing but increasing and the regional implementation difference.The article analyzes the implementation of policies in the cement industry through the Smith policy implementation model,finding out the problems in policy implementation from the four aspects of policy,local government,cement enterprises and policy environment;and propsing on how to solve the problems that arise in the implementation of carbon emission reduction policies in the cement industry,such as put forward a variety of policy tools to be used,found a beter assessment and communication system,improve the enthusiasm of cement enterprises and the information disclosure channels to attract the active participation of the masses.The paper provide suggestions for better achieving the expected goals of the policy.
