| Post-project evaluation plays an increasingly important role in the life cycle of the project,and it is attracting more and more attention.After decades of development,many theoretical research results have been obtained in China and have been widely used.This study is mainly aimed at the post-evaluation of the coal storage silo project in Huanghua Port,constructing a post-project evaluation system,and applying the grey clustering method to post-evaluate the project.First of all,this paper introduces the concept and role of post-project evaluation;then elaborates the development process of post-project evaluation and the general procedure of post-project evaluation;and systematically introduces various evaluation methods of post-project evaluation and Future development trends.Secondly,based on the introduction of the construction background,construction content and project construction advantages of the Huanghua Port coal storage silo project and the project characteristics,the post-project evaluation index system is constructed;the improved gray clustering method is applied to the project.Evaluate quantitative indicators for measurement and introduce methods for evaluating quantitative indicators.Thirdly,applying the AHP method,using the judgment matrix given by the experts to determine the weights of the first and second level indicators respectively;based on the main data of each indicator after the project is run,using the constructed post-project evaluation model,respectively,the construction period of the project,Post-evaluation of inspection systems,operations,and environments.Finally,based on the results of the post-assessment of the Huanghua Port coal storage silo project,it is proposed that the post-assessment evaluation organization and evaluation procedures should be further improved;it is recommended to scientifically select the post-project evaluation method based on the characteristics of the project;and to maximize the use efficiency of the evaluation results,The project evaluation results gradually improve the mechanism of project accountability. |
