Study On Evaluation Index System Of Green Port

Rapid development in the global economy and trade exchanges between the countries all over the world more frequent under the big background,ocean transportation as the main way of international transportation,under the international trade of transfer function,port as an important node of the world trade and promote the economic development of important hub,very important,and is the important infrastructure of contemporary economic and social development and strategic resources.Due to the port itself has the characteristics of high energy consumption,high emission,port environment question has always been,abroad than domestic earlier and practice the concept of green port,as well as provide reference for related exploration and green port construction in China,green low carbon port development has become the world’s transportation is an important part of sustainable development.Faced with the severe situation of port environmental deterioration,China has introduced corresponding measures,regulations and standards to standardize the construction of green ports.The evaluation of green port is very important in the construction of green port.Due to the different regions,natural environment and economic environment of ports,it is difficult to measure with a set of evaluation system standards.Therefore,how to establish an effective,scientific and perfect evaluation index system of green ports is a key problem to be solved in the construction of green ports.Under this background,I first to the green port evaluation analysis and summarize the research status at home and abroad,this paper related to green economy theory foundation,both at home and abroad at present green port practice summarizes the achievements,the evaluation need to consider the cover all the influence factors of green low carbon,so according to related standards issued by relevant literature and national screening,and through the analysis of the influence factors of green port of low-carbon development,by means of field research method to determine the basic evaluation index,and using the analytic hierarchy process(ahp)to determine weights.Using the above evaluation system,the actual data of Shanghai port is selected as an example for empirical research.The results show that the green port construction of Shanghai port is in good condition,and Shanghai actively responds to the national policy.The implementation of the three-year action plan of Shanghai green port(2015-2017)has achieved remarkable results,and the goals of the three-year action plan have been basically achieved.At the same time,there are some shortcomings in development.In the future green development,we need to strengthen the weak links in development,promote the design of energy conservation and emission reduction of ports,optimize the energy conservation of port electricity and buildings,summarize barriers and experience,increase r&d efforts,and introduce advanced production technologies.To establish the prevention and pre-plan mechanism of ship pollution accident and emergency plan,to establish the whole process management system,and to establish and perfect the corresponding supporting measures of ship pollution;To strengthen the public awareness of low carbon environmental protection,and effectively improve the environmental awareness of the relevant personnel in the port area;In addition,good key indicators for evaluation,need to be in the steady development,focus on,the port air quality index is the key,intuitively reflects the degree of green development,also the subjective influence on the port environment satisfaction,local residents for the processing can be excellent management experience,draw lessons from foreign ports from the source,process,result the whole process plan,and according to the plan of the timeliness and first work on technology innovation,effective adjustments to the plan.In addition,it is necessary to strengthen the construction of multimodal facilities,increase waterways and railways,improve the service level,reduce the waste and pollution in transportation,and reasonably optimize the layout of ports.In addition,it is necessary to improve and perfect the green port environmental management system,and promote the coordinated development of production and operation and resources and environment of Shanghai port.
