Policy Implementation Analysis And Improvement Strategy Of Crop Straw Resource Utilization In H County,Jiangsu Province

Improving the utilization efficiency of crop straw resources is a way to alleviate various difficult problems caused by burning and littering of rural straw.It is also a means to promote the development of circular agriculture and low-carbon economic and social construction.It must be vigorously promoted by local government departments and actively participated by farmers and enterprises.Based on the historical background of the utilization of straw resources in China,and taking H County of Jiangsu Province as a reference point,this paper first systematically expounds the theoretical basis and research status at home and abroad of promoting the utilization of straw resources.The incentive effect of existing policies and measures on citizens is not significant,and the enthusiasm of citizens to participate is not high.Therefore,the main content of this paper is how to establish a specific and comprehensive policy and measure support system for local governments to achieve the goal of resource utilization of straw.Then,through the comprehensive research on many aspects of the county’s enterprise construction,technology promotion and policy implementation,and by using the corresponding research methods and technical paths,we comprehensively interpret the achievements and problems of H County in the field of straw resource utilization policy implementation.At present,there are various forms of straw resource utilization in H County.The administrative promotion and policy support of the county for many years are strong,which has produced good economic,social and ecological benefits.However,in terms of straw resource utilization,there are still some problems in the county,such as the lack of a sound straw trading market,the imperfect straw collection and storage system,the immature straw utilization technology,the imperfect policy system,the weak publicity and training of straw resource utilization,which restrict further development.Finally,drawing on the implementation experience of domestic and foreign straw resource utilization policies,this paper gives specific policy support suggestions from the aspects of improving the market,providing financial support,putting forward support policies,improving legislation,and strengthening publicity and education.
