Research On The Impact And Spatial Effects Of Digital Economy On Promoting The High-Quality Development Of Marine Economy

According to the Statistical Bulletin of China Marine Economy 2021,China’s gross Marine product in 2021 reaches 9,038.5 billion yuan,accounting for 15.0% in coastal areas.In other words,high-quality development of Marine economy is of great importance to the economy.However,the Marine economy is growing increasingly slowly,and there is a significant lack of impetus.Therefore,the Marine industry must change the previous model of resource-dependent development and find new growth points.As a new economic form,the application of digital economy in Marine economy is not only conducive to the storage and effective transmission of Marine data and information,but also can realize the connectivity of "industry,people,environment and equipment",providing new growth impetus for Marine industry.Therefore,it is of great significance to study how the digital economy affects the high-quality development of the Marine economy in coastal provinces.For this purpose,this paper adopts dual fixed effect model and spatial Dubin model to study the effect with 11 coastal provinces.This paper presents a new index system that measures digital economy from "digital foundation,digital application and digital industry" and high-quality development of the Marine economy from "five development concepts".Then,principal component analysis method is used for objectivity.First of all,this paper studies that digital economy promotes directly the high-quality development of Marine economy by the econometric model.Meanwhile,the paper further analyzes the distinction of the direct impact in the three Marine economic circles.Finally,this paper analyzes the spatial spillover effect of promoting effect by constructing a spatial econometric model.Finally,based on the above research conclusions,this paper puts forward the policy recommendations.The research results show that: from the overall level,the development of digital economy in China’s coastal provinces is in a stable upward trend during 2013-2020,and the development of digital economy is relatively stable among provinces.But in 2015,the national high-quality development of Marine economy entered a stage of slowdown or even retrogression.On the sub-regional level,the digital economy and the high quality of the Marine economy in the three major Marine economic circles are steadily rising and developing,while the development of the three major Marine economic circles is unbalanced.The development level of digital economy and high-quality Marine economy in the eastern Marine economic circle is obviously higher than the average level of the coastal provinces,on the contrary,the development level of digital economy and high-quality Marine economy in the northern Marine economic circle is obviously lower than the average level of the coastal provinces.The development level of digital economy in the southern Marine economic circle is basically consistent with the high quality development level of Marine economy and the average growth pace of coastal provinces.From the direct impact,digital economy promotes the high-quality development of Marine economy in China’s coastal areas.Every 1% increase in the digital economy will raise about 4.254% level of high-quality development of the Marine economy.This conclusion is still valid after robustness tests such as using entropy method and Topsis method to measure explanatory variables and explained variables,replacing high-quality development of Marine economy with total factor productivity of Marine economy,and taking one and two lagging periods of digital economy as instrumental variables.Among them,digital foundation and digital application play a stronger role in promoting the high-quality development,while digital industry plays lesser part in promoting Marine economy,but the promoting role is still very obvious.From the perspective of the three Marine economic circles,there are evident differences in the promoting impact in different regions.The promoting effect of the eastern Marine economic circle is not obvious,and the digital economy in other regions brings positive influence to the high-quality development of Marine economy.From the perspective of spatial auto correlation,the high quality development of Marine economy in coastal provinces and cities has spatial clustering effect from2013 to 2020.Furthermore,the impact has a positive spatial spillover effect,that is to say,the improvement of digital economy in this region will promote the high-quality development of Marine economy in this region,while the improvement of digital economy in neighboring regions will promote the high-quality development of Marine economy in this region.Therefore,it is of strategic significance to accelerate the construction of Marine information infrastructure and digital transformation,enhance the coordination and balance of high-quality development of digital economy and Marine economy,and actively exert the diffusion role of digital economy to promote high-quality development of Marine economy.
