| The marine economy is based on certain marine geography(including coastal zone),a industrial economic system relying on marine resources and the environment,with obvious regional characteristics.Therefore,the marine economy is regional economic areas with specific resource and environmental conditions,namely the coastal economy.Relatively developed marine economy areas are also more polluted and more damaged marine ecological areas.Since the reform and opening up,the industry and the population have continuously gathered to the coastal areas,and China has gradually formed a pattern of marine economic development with the Bohai Sea,the Yangtze River Delta and the Pearl River Delta as the core.At the same time,the polluted waters are mainly distributed in Liaodong Bay,Bohai Bay and Laizhou Bay,Jiangsu coast,the Yangtze River estuary,Hangzhou Bay,Zhejiang coast and the Pearl River estuary and other coastal waters.Marine economic development space is highly polluted sea space.So,how to scientifically assess the loss of the marine resources and the environment caused by the marine economic development in coastal areas and a more comprehensive understanding of the regional marine economic development and spatial differences in the real situation should become the first problem to solve in order to promote marine economic development and marine ecological civilization in China's coastal areas.This paper grasp the essential attributes of the regional marine ecological economy,try to use the three theories of regional economy,marine economy and ecological economy,and summarize the theoretical development and technological evolution trend of regional marine ecological economy,and form a systematic regional marine economic analysis and the evaluation method system.Further more,this paper choose the Shenzhen City,Guangdong Province as object of study,which is typical representative of the development of marine economy in the whole country,and explores the marine ecological economic accounting and regional spatial difference and dynamic evolution analysis based on spatial grid.Finally,this paper work out marine ecology-economic regionalization plan and countermeasures,and provide decision-making reference for marine management and policy makers.Based on the analysis of regional economy,marine economy,eco-economic concept and its development context,this paper tries to make the marine economy and marine resources and environment as a complete system from the perspective of sustainable development and the essence and connotation of regional marine ecological economy analysis.Marine economy and ecological economy is a special composite system compose of interaction,intertwined,mutual penetration among marine ecology,Marine economy and marine social system.Among them,the marine ecological subsystem consists of marine natural resources and the environment,whose function is to provide support for marine society and marine economic and social subsystem activities,accommodation,buffer,purification and other services;marine economic subsystems regards the development,use and protection of various types of marine resources as the core,whose function is to achieve all kinds of marine resources from decentralized to centralized operation,energy from inefficient to efficient aggregation,information from low to high order feedback,the value from low to high quality accumulation;marine society subsystem is human-centered and its function is to provide labor and intellectual support to the marine economic subsystem.The marine ecological economy is holistic,coordinated,regional and dynamic,and the subsystems are not simple collection relations,but the interaction and control of the organic whole.The development of marine economic and social subsystems must follow the carrying capacity of marine ecological subsystems in order to achieve the sustainable development of the whole marine ecological economic system.From the aspect of research basis,at present,the basic framework of marine eco-economic system has been basically formed,but the research on accounting,evaluation and development strategy needs to be further improved.This paper systematically summarizes the domestic and foreign marine economic accounting theory and practice,and formulate a more practical,better reflecting the marine ecological value marine ecological economic accounting system(the marine resources and environmental costs and marine ecological adjustment as the two parts of the system)through effective optimization of the effective expansion and accounting method of accounting gross value(GOP)and green ocean gross value(green GOP)Optimization.And by effective combination of GIS and remote sensing technology,we establish a marine ecological economic accounting method based on spatial grid,that is,the traditional administrative divisions of the unit of marine production and marine resources and environmental costs,marine ecological adjustment income data distribution to a certain space network,and build a spatial database.Through the superposition analysis of economic,social and resource environment data of each cell grid,the visual expression of marine ecological economy in the whole region is more refined,and the spatial difference of regional marine ecological economy is more accurate Characteristics,and provide theoretical support for the scientific implementation of marine ecological economic spatial zoning,the development of differentiated marine ecological economic development countermeasures.Secondly,this paper takes the Shenzhen city of Shenzhen City as the research object,and uses the Fishnet tool to generate the 5km × 5km grid,and cut it according to the boundary of Shenzhen sea and land to form 158 space grid.And the spatial distributed data of Shenzhen marine ecological economy from 2011 to 2015 is obtained by grid analysis and spatial superposition analysis of various kinds of statistical data and census data related to marine economy and resources and environment.On the basis of this,using the ESDA(Exploratory Spatial Data Analysis)method to analyze the marine eco-economic data of Shenzhen area from 2011 to 2015,the results showed that the global Moran's I value in Shenzhen was in the range of 0.10-0.17 and there is a strong positive correlation between the marine ecological economy in Shenzhen area,which is the phenomenon of spatial agglomeration.This means that the areas with relatively high ecological and economic level are spatially adjacent to each other and the relatively low level area are close to each other in the space,and change little in the overall spatial agglomeration pattern five years.In addition,through the further analysis of the local indicators(LISA)of the spatial contact,it is found that the marine ecological economy of Shenzhen is mainly concentrated in the two core areas of Fukuda-Lohu and Nanshan Shekou,forming a double-center,multi-sub-central spatial pattern,with eastern Yantian and Dapeng New areas and other places layout of a small number of enterprises.The overall concentration of the low.The overall is distributed in northeast-southwest direction,and tend to gather in the southern coastline closer to the region,and extend to north inland areas,and the accumulation of marine ecological economy rapid decline.Finally,according to the results of spatial grid analysis,through the merger of the same marine eco-economic space grid,Shenzhen is divided into four types of marine ecological economic zoning,including the Pearl River estuary marine economic development zone,Shenzhen Bay marine ecological economic adjustment area,Dapeng Bay marine ecological economy Moderate development zone and Daya Bay marine ecological reserve protection zone,forming differentiated marine ecological economic space development strategy.And this paper put forward a series of countermeasures and suggestions from the aspects of constructing marine economic and economic space of land and sea,optimizing the spatial pattern of marine economy and strengthening the comprehensive management of coastal zone. |
