In recent years, the contradiction between the natural environment and economic development is becoming increasingly serious, and how to promote the balance between economic development and environmental protection has become an urgent problem for mankind. The development of a low-carbon economy is an inevitable choice to achieve a win-win situation between economic development and resource and environmental protection. The low-carbon development path has pointed out the development direction for the sustainable economic development of many countries in the world, and supply chain enterprises have also moved closer to low-carbon.At present,China is still in the exploratory stage of low-carbon development. How to formulate a reasonable subsidy policy by the government and how to deal with the conflict between consumers’ low-carbon preference,R&D emission reduction, sales effort cost expenditure and profit under the government subsidy are the realistic dilemma faced at present. This paper constructs a two-level low-carbon supply chain game model consisting of a single manufacturer and a single retailer, and investigates the optimal decision with or without government subsidies and under different subsidy mechanisms from the perspective of cooperative emission reduction and sales effort in the low-carbon supply chain, respectively. The study shows that the increase in consumers’ low-carbon sensitivity and low-carbon sales effort is conducive to the improvement of supply chain enterprises’ low-carbon R&D and emission reduction investment, product unit emission reduction,low-carbon sales effort investment and profitability.A reasonable proportion of government subsidies can promote low carbon supply chain product unit emission reduction, sales effort and overall supply chain efficiency;government subsidies for manufacturers’ R&D emission reduction investment are more effective than subsidies for retailers’ low carbon sales effort investment. The inclusion of cost-sharing contract coordination further enhances the profitability of low-carbon supply chain companies and the overall profitability of the low-carbon supply chain;when the cost-sharing ratio exceeds a threshold,it can discourage retailers and de-align the low-carbon supply chain, resulting in a reduction in the benefits to stakeholders and the overall low-carbon supply chain.
