Research On The Impact Of Fiscal Decentralization On People’s Livelihood And Well-being In China

The report of the 19 th CPC National Congress pointe d out that China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development.High-quality development is the new direction of China’s economic developmen t in the future.This argument divides China’s economic development into two levels.In the past,China pursued rapid growth,and in the future,it will pursue steady rise of higher quality.However,there is a big gap between provinces in many aspects,leading to uneven internal development and uneven level of high-quality economic development in China.Therefore,in order to realize the major strategy of comprehensively promoting high-quality economic development and strengthening regional cooperation during the 13 th Five-Year Plan period of China,it is necessary to analyze the level of high-quality economic development and the spatio-temporal differences of each province in China,and realize the dream of the great rejuvenation of the Chinese nation.This paper collected the relevant data of 31 provinces in China from 2 012 to2019,and studied the existing literature on high-quality economic development.Second,follow the scientific,integrity,operability and practicability,comparability and dynamic index design principles,from the social development,reform and opening up,the ecological environment,cultural construction,urban and rural construction and people’s living quality six dimensions to build high quality evaluation index system of the development of economy in our country,and combining the data information is introduced into the degree of differentiation and indicators index screening degree of independence;By applying the method of improving the CRITIC empowerment to index and time emp owerment,and high quality to the provinces domain economy development level evaluation,and use of gray relative comprehensive evaluation model to measure the provinces domain economy development level of high quality and analysis,the results show that t he provinces in our country’s economic development level of high quali ty improved steadily,but disequilibrium between provincial development.Then,according to the important idea of the eleventh Five-Year Plan,China is divided into eight economic zones,and the differences of high-quality economic development level are me asured from the three dimensions of region,time and space.The differences are visualized and shown in charts.The research results are as follows: At present,in the process of high-quality economic development in China,the pace of development is not consistent within and among regions,and the level of high-quality economic development in each province has obvious spatial aggregation effect.The level of high-quality economic development in all regions is gradually decreasing from coastal areas to inland areas;The difference outside the region is obviously greater than the difference inside the region.Finally,based on the above analysis,policy suggestions are put forward from three aspects: integrated development,cultural power construction and innovation strength.
