Empirical Study On The High Quality Development Level Of Manufacturing Industry In Liaoning Province

As the leading industry of China's national economy,manufacturing is an important area of supply-side structural reform and an important pillar for building a modern economic system.At present,China's economy is shifting from a high-speed growth stage to a high-quality development stage,and promoting high-quality development in manufacturing has become a key step in achieving high-quality economic development.Although Liaoning Province is a large industrial province,it's manufacturing industry has encountered bottlenecks in recent years.Not only has the development speed lag behind the developed regions such as the Yangtze River Delta and the Pearl River Delta,but there is also a clear gap in the quality of manufacturing development.High-quality development has become an inevitable measure for Liaoning's manufacturing industry to regain its competitive advantage.Firstly,this paper summarizes the relevant literature from four aspects: the connotation of high-quality development of manufacturing industry,comprehensive assessment system,empirical measurement of development level and promotion path.Secondly,it reviews the historical development of manufacturing industry in Liaoning Province,and summarizes the development status from the three dimensions of industrial scale,industrial structure and geographical distribution of Liaoning manufacturing industry.After clarifying the connotation of high-quality development of manufacturing industry,this paper constructs an assessment system for the high-quality development of manufacturing in Liaoning Province according to the five principles of comprehensiveness,hierarchy,scientificity,maneuverability and comparability.The assessment system includes seven aspects: innovation-driven,structure optimization,speed benefits,factors efficiency,integration development,green development and foreign trade.Then,an empirical study which includes time series and regional comparison was conducted on the overall level of high-quality development of manufacturing industry and the scores and the trends of seven first-level indicators in Liaoning Province by gray correlation analysis based on entropy method.The results show that from 2011 to 2016,the high-quality development level of Liaoning Province has a higher correlation score,and the overall trend is U-shaped trend of decreasing first and then rising.However,the gap was significant compared with Guangdong Province,Zhejiang Province and Shandong Province,which represent the advanced level of China's manufacturing industry;From the two aspects of time series analysis and regional comparison,the manufacturing industry in Liaoning Province maintains a high standard in terms of factors efficiency and integration development,and it is at a medium level in terms of innovation-driven,structural optimization and green development.There are still many shortcomings in terms of speed efficiency and foreign trade.Finally,based on empirical analysis and research results,it is believed that Liaoning Province should start from the two aspects of exerting the main role of enterprises and strengthening the support of the government to promote the level of high-quality development of manufacturing industry.
