China is one of the worst affected countries by the influence of typhoon in the world. For a long time, the southeast coast of China, Zhejiang, Fujian, Guangdong Provinces suffered huge casualties and property losses due to the typhoon disaster, and with the development of economy, the damage is growing. Some provinces of fortification standards cannot resist the typhoon disasters and the typhoon caused great damage. There are two major aspects for the low standards. On the one hand is due to the use of the grading method is not correct, so there is no accurate grading of past disasters; On the other hand there is no analysis with probability and statistics, so there is lack of disaster regionalization.How to objectively evaluate level of the influence of typhoon disaster for the state to make decisions is on the agenda. At present, the typhoon disaster evaluation is still in the descriptive or half quantitative analysis phase. There are few strict quantitative analyses. And diversity of disaster index, is one of the factor for typhoon disaster grading. The typhoon disaster can not only consider the four social index of the affected population, the affected area, the number of collapsed houses and direct economic loss, two major characteristics of the typhoon, wind speed and duration should also be considered.Based on comprehensive evaluation of meteorological disasters, this paper explored a way for accurate disaster grading. For comprehensiveness, comparability, maneuverability, etc., this paper selected the method of Grey Correlation Degree. On the basis of the method in this paper, joined two kinds of probability statistical method of extreme value distribution and normal distribution, and created an improved grey correlation method. This method can not only make classifications for a few times of the typhoon disaster, but can also make classification for a certain province. This method helped us understand the disaster, and provide the basis for disaster grading.Further, this paper, by using GIS software, visually displayed the typhoon disaster grades of the coastal provinces. So from the national macro control, this paper established a regional meteorological disaster grading division system, and provided the basis for national preparedness for disasters.
