| General Secretary Xi Jinping emphasized that it is necessary to firmly establish the concept that lucid waters and lush mountains are invaluable assets,and strive to build a beautiful China where green mountains are always present,green water is always flowing,and the air is always fresh.In 2019,General Secretary Xi Jinping held a symposium on ecological protection and high-quality development of the Yellow River Basin in Zhengzhou and delivered an important speech,proposing that ecological protection and high-quality development of the Yellow River Basin have become a major national strategy.In the process of implementing the rural revitalization strategy,promoting economic and social development and ensuring ecological security in China,the Yellow River Basin plays a very important role.Although the management of the Yellow River Basin has made significant progress since the founding of New China,there are still problems with the use of water resources such as low efficiency and enormous differences between regions.In order to balance the relationship between water resources and economic development,the effective use of water resources in the Yellow River Basin is particularly important.Therefore,thesis makes a special study on the spatio-temporal evolution and improvement strategies of water resource utilization efficiency in the Yellow River Basin.The relevant explorations of thesis are of great theoretical value and practical significance.Thesis firstly explains the background and significance of the study,and briefly organizes the research results on water resources utilization efficiency at home and abroad.On this basis,we construct a theoretical research framework on the spatial and temporal evolution of water resources utilization efficiency by analyzing the theory of sustainable development,the theory of circular economy and the theory of new economic geography,and analyze the action mechanism of factors affecting water resources utilization efficiency.Secondly,a brief overview of the basic status of the Yellow River Basin is given from three aspects: geographical location,economy and society and water resources utilization.Again,the indicators selected from labor input,capital input,resource input,desired output and non-desired output are used to measure the level of water resources utilization efficiency in the Yellow River Basin using the super-efficient SBM model,and on this basis,the composition and sources of the differences in water resources utilization efficiency are analyzed using the Thayer index.Finally,eight external factors were selected from economic,social,scientific and resource aspects and their influence on water resources utilization efficiency was studied using a spatial econometric model.The results of the study showed that GDP per capita,industrial structure,urbanization level,scientific input strength and water resources abundance can improve water resources utilization efficiency,while the water consumption of 10,000 Yuan GDP will inhibit the improvement of water resources utilization efficiency.And based on this,a robustness test was conducted,and the research hypothesis still holds.Based on the results of the study,corresponding improvement strategies are proposed in five aspects: adjusting industrial structure and promoting economic transformation to low-energy-consuming industries;promoting high-quality urban development and improving water consumption;increasing technological innovation and deepening water conservation technology support system;increasing water conservation publicity and enhancing public awareness of water conservation;and breaking regional boundaries and enhancing cross-regional technical cooperation,with a view to promoting ecological protection and high-quality development in the Yellow River Basin.The possible innovations of thesis are: First,the research method is new.On the one hand,the improved super efficiency SBM model based on the DEA model is used to measure the water resource utilization efficiency of each city;on the other hand,the possible influencing factors of differences in water resource utilization efficiency are explored internally and externally by using the Theil index and spatial econometric model,and corresponding improvement strategies are given according to the empirical results.Second,the research perspective is new.Thesis analyzes the Yellow River Basin as a whole,provinces,and cities from large to small,and explores the potential factors that affect the differences between both internal and external aspects. |
