China is a country with a serious shortage of water resources.Although it accounts for 6% of the world's total fresh water resources,ranking the fifth,its per capita amount is only 2100m3,only 25% of the global average level,making it one of the 13 countries with the most deficient per capita water resources.Lack of water resources per capita and uneven spatial distribution are the basic national conditions of China.But at present,China's water use is relatively extensive,water use efficiency is not high,in order to alleviate the contradiction between the shortage of water resource and economic sustainable development,the government is not only the need for water resources management,in addition to saving water,also need to improve the efficiency of water resource utilization,can guarantee the sustainable development of China's economy.Based on the analysis of the current situation of the development and utilization of water resources,on the basis of through building the appraisal model of water resource utilization efficiency,in 2000-2018 China water resource utilization efficiency and 2008-2017 provincial water resources use efficiency evaluation,discusses its influence factor,finally to improve the efficiency of China water resource utilization,optimization of layout in the utilization of water resources to provide countermeasures and Suggestions.Through scientific evaluation of water resource utilization efficiency,it can provide reference for decision makers to make relevant plans,improve water resource utilization quality and realize sustainable economic development.The results are as follows :(1)from 2008 to 2017,the water resource utilization efficiency of hainan province,tianjin city,Beijing city,Shanghai city and Shanxi Province was always relatively effective,indicating that the water resource utilization efficiency was efficient and stable.The number of water-efficient provinces is increasing,from eight in 2008 to 13 in 2017.Among them,the technical efficiency increased from 14 to 20,indicating that provinces paid more attention to technical input in water resource utilization while neglecting management input,resulting in nearly zero provinces with effective scale efficiency.Water resource efficiency in China needs further development,especially in hebei,Yunnan,Inner Mongolia,Zhejiang,Fujian,Hubei,Gansu,Anhui,Jiangxi and Chongqing.(2)From the perspective of geographical region division,north China has the highest rate of rise,while east China has the lowest rate.North China has developed economy and technology,perfect water resources utilization facilities,and is superior to other regions in the development and utilization of water resources,maintaining stable development.However,due to the lagging economy and technology,imperfect infrastructure,imperfect planning and low management level of water resources development and utilization in northwest China,the improvement of water resources utilization efficiency is restricted.Except for east China,the comprehensive efficiency of the six regions has been improved,which indicates that the comprehensive utilization level of water resources development and utilization in all regions has been continuously improved.Except for North China,the technical efficiency of other regions has been improved,and the investment in scientific research is approaching to the optimal scale.However,the scale efficiency in east China and central and southern China is decreasing.Although it is generally increasing,scale management should be strengthened to further improve the development and utilization efficiency of water resources in China.
